SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/1-4.5 new

    Amends the Election Code. Provides that any person being paid or compensated for the circulation of nominating petitions must register with the State Board of Elections. Provides that, to be eligible to register, an individual must (i) be a United States citizen, (ii) be at least 18 years of age, (iii) provide 2 forms of identification, and (iv) complete a one-hour training seminar. Requires the State Board of Elections to list electronically all individuals registered. Effective immediately.

1    AN ACT concerning elections.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Election Code is amended by adding Section
51-4.5 as follows:
 
6    (10 ILCS 5/1-4.5 new)
7    Sec. 1-4.5. Circulation of nominating petitions for
8compensation.
9    (a) Any person who is paid or compensated for the
10circulation of nominating petitions must register with the
11State Board of Elections. To be eligible to register, an
12individual must (i) be a United States citizen, (ii) be at
13least 18 years of age, (iii) provide 2 forms of identification,
14and (iv) complete a one-hour training seminar. The State Board
15of Elections shall adopt rules as to the development of the
16training seminar.
17    (b) The State Board of Elections shall list electronically
18all individuals registered under this Section.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.
