SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-600  from Ch. 95 1/2, par. 3-600
625 ILCS 5/3-696 new

    Amends the Illinois Vehicle Code. Provides that, upon receipt of a request of an incumbent alderman of the City of Chicago, accompanied by the appropriate application and fee, the Secretary of State shall issue one set of special Chicago alderman registration plates to the alderman. Provides that the special plates shall be affixed only to passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds. Provides that the design and color of the plates shall be wholly within the discretion of the Secretary, except that the plates shall bear the alderman's ward number and the seal of the City of Chicago.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-600 and adding Section 3-696 as follows:
 
6    (625 ILCS 5/3-600)  (from Ch. 95 1/2, par. 3-600)
7    Sec. 3-600. Requirements for issuance of special plates.
8    (a) The Secretary of State shall issue only special plates
9that have been authorized by the General Assembly. The
10Secretary of State shall not issue a series of special plates
11unless applications, as prescribed by the Secretary, have been
12received for 10,000 plates of that series; except that: (1) the
13Secretary of State may prescribe some other required number of
14applications if that number is sufficient to pay for the total
15cost of designing, manufacturing and issuing the special
16license plate; and (2) the Secretary of State shall issue
17Chicago alderman license plates as provided in Section 3-696.
18    (b) The Secretary of State, upon issuing a new series of
19special license plates, shall notify all law enforcement
20officials of the design, color and other special features of
21the special license plate series.
22    (c) This Section shall not apply to special license plate
23categories in existence on the effective date of this

1amendatory Act of 1990, or to the Secretary of State's
2discretion as established in Section 3-611.

5    Sec. 3-696. Chicago alderman license plates.
6    (a) Upon receipt of a request of an incumbent alderman of
7the City of Chicago, accompanied by the appropriate application
8and fee, the Secretary of State shall issue one set of special
9Chicago alderman registration plates to the alderman. The
10special plates issued under this Section shall be affixed only
11to passenger vehicles of the first division or motor vehicles
12of the second division weighing not more than 8,000 pounds.
13Plates issued under this Section shall expire according to the
14multi-year procedure established by Section 3-414.1 of this
15Code, but may not be displayed by a person after that person
16ceases to serve as alderman.
17    (b) The design and color of the plates shall be wholly
18within the discretion of the Secretary, except that the plates
19shall bear the alderman's ward number and the seal of the City
20of Chicago. Appropriate documentation, as determined by the
21Secretary, shall accompany each application.
