1    AN ACT concerning criminal law.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Controlled Substances Act is
5amended by changing Section 204 as follows:
 
6    (720 ILCS 570/204)  (from Ch. 56 1/2, par. 1204)
7    Sec. 204. (a) The controlled substances listed in this
8Section are included in Schedule I.
9    (b) Unless specifically excepted or unless listed in
10another schedule, any of the following opiates, including their
11isomers, esters, ethers, salts, and salts of isomers, esters,
12and ethers, whenever the existence of such isomers, esters,
13ethers and salts is possible within the specific chemical
14designation:
15        (1) Acetylmethadol;
16        (1.1) Acetyl-alpha-methylfentanyl
17    (N-[1-(1-methyl-2-phenethyl)-
18    4-piperidinyl]-N-phenylacetamide);
19        (2) Allylprodine;
20        (3) Alphacetylmethadol, except
21    levo-alphacetylmethadol (also known as levo-alpha-
22    acetylmethadol, levomethadyl acetate, or LAAM);
23        (4) Alphameprodine;

6    of such salts, isomers, and salts of isomers is possible
7    within the specific chemical designation, derivative,
8    mixture, or preparation of that plant, its seeds or
9    extracts);
10        (11) 3,4,5-trimethoxyphenethylamine (Mescaline);
11        (12) Peyote (meaning all parts of the plant presently
12    classified botanically as Lophophora williamsii Lemaire,
13    whether growing or not, the seeds thereof, any extract from
14    any part of that plant, and every compound, manufacture,
15    salts, derivative, mixture, or preparation of that plant,
16    its seeds or extracts);
17        (13) N-ethyl-3-piperidyl benzilate (JB 318);
18        (14) N-methyl-3-piperidyl benzilate;

20    (also known as N-hydroxy-alpha-methyl-

21isomers is possible within the specific chemical designation:
22        (1) mecloqualone;
23        (2) methaqualone; and
24        (3) gamma hydroxybutyric acid.
25    (f) Unless specifically excepted or unless listed in
26another schedule, any material, compound, mixture, or

2substances having a stimulant effect on the central nervous
3system, including its salts, isomers, and salts of isomers:
4        (1) Fenethylline;
5        (2) N-ethylamphetamine;
6        (3) Aminorex (some other names:
7    2-amino-5-phenyl-2-oxazoline; aminoxaphen;
8    4-5-dihydro-5-phenyl-2-oxazolamine) and its
9    salts, optical isomers, and salts of optical isomers;
10        (4) Methcathinone (some other names:
11    2-methylamino-1-phenylpropan-1-one;
12    Ephedrone; 2-(methylamino)-propiophenone;
13    alpha-(methylamino)propiophenone; N-methylcathinone;
14    methycathinone; Monomethylpropion; UR 1431) and its
15    salts, optical isomers, and salts of optical isomers;
16        (5) Cathinone (some trade or other names:
17    2-aminopropiophenone; alpha-aminopropiophenone;
18    2-amino-1-phenyl-propanone; norephedrone) or a
19    derivative of cathinone, including any compound 
20    (not being bupropion, diethylpropion or 
21    pyrovalerone) structurally derived from 2-amino- 
22    1-phenyl-1-propanone by modification in any of 
23    the following ways: 
24        (i) by substitution in the phenyl ring 
25    to any extent with alkyl, alkoxy, alkylenedioxy, 
26    haloalkyl or halide substituents, whether

1    or not further substituted in the phenyl ring 
2    by one or more other univalent substituents; 
3        (ii) by substitution at the 3-position 
4    with an alkyl substituent;

6    with alkyl or dialkyl groups, or by inclusion of the 
7    nitrogen atom in a cyclic structure; 
8        (iv) Naphthylpyrovalerone and its salts, optical  
9    isomers, and salts of optical isomers 
10    (some other names: Naphyrone, NRG-1)
11        (6) N,N-dimethylamphetamine (also known as:
12    N,N-alpha-trimethyl-benzeneethanamine;
13    N,N-alpha-trimethylphenethylamine);
14        (7) (+ or -) cis-4-methylaminorex  ((+ or -) cis-
15    4,5-dihydro-4-methyl-4-5-phenyl-2-oxazolamine).
16    (g) Temporary listing of substances subject to emergency
17scheduling. Any material, compound, mixture, or preparation
18that contains any quantity of the following substances:
19        (1) N-[1-benzyl-4-piperidyl]-N-phenylpropanamide
20    (benzylfentanyl), its optical isomers, isomers, salts,
21    and salts of isomers;
22        (2) N-[1(2-thienyl)
23   methyl-4-piperidyl]-N-phenylpropanamide (thenylfentanyl),
24   its optical isomers, salts, and salts of isomers.
