SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/21-12  from Ch. 122, par. 21-12

    Amends the Teacher Certification Article of the School Code. Provides that an application for a certificate or evaluation of credentials must be accompanied by an evaluation fee of $30 payable to the regional superintendent of schools (instead of the State Superintendent of Education). Provides that the proceeds of the fee must be paid into the institute fund (instead of the Teacher Certificate Fee Revolving Fund). Effective July 1, 2011.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
521-12 as follows:
 
6    (105 ILCS 5/21-12)  (from Ch. 122, par. 21-12)
7    Sec. 21-12. Printing; Seal; Signature; Credentials. All
8certificates shall be printed by and bear the signatures of the
9chairman and of the secretary of the State Teacher
10Certification Board. Each certificate shall show the
11integrally printed seal of the State Teacher Certification
12Board. All college credentials offered as the basis of a
13certificate shall be presented to the secretary of the State
14Teacher Certification Board for inspection and approval. The
15regional superintendent of schools, however, has the duty,
16after appropriate training, to accept and review all
17transcripts for new initial certificate applications and
18ensure that each applicant has met all of the criteria
19established by the State Board of Education in consultation
20with the State Teacher Certification Board.
21    Each Commencing July 1, 1999, each application for a
22certificate or evaluation of credentials shall be accompanied
23by an evaluation fee of $30 payable to the regional

1superintendent of schools State Superintendent of Education,
2which is not refundable, except that no application or
3evaluation fee shall be required for a Master Certificate
4issued pursuant to subsection (d) of Section 21-2 of this Code.
5The proceeds of each $30 fee shall be paid into the institute
6fund Teacher Certificate Fee Revolving Fund, created under
7Section 21-1b of this Code; and the moneys in that Fund shall
8be appropriated and used to provide the technology and other
9resources necessary for the timely and efficient processing of
10certification requests.
11    The State Board of Education and each regional office of
12education are authorized to charge a service or convenience fee
13for the use of credit cards for the payment of certification
14fees. This service or convenience fee may not exceed the amount
15required by the credit card processing company or vendor that
16has entered into a contract with the State Board or regional
17office of education for this purpose, and the fee must be paid
18to that company or vendor.
19    When evaluation verifies the requirements for a valid
20certificate, the applicant shall be issued an entitlement card
21that may be presented to a regional superintendent of schools
22for issuance of a certificate.
23    The applicant shall be notified of any deficiencies.

25    Section 99. Effective date. This Act takes effect July 1,
