SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-671

    Amends the Illinois Vehicle Code. Authorizes the Secretary of State to issue Boy Scout plates bearing the Eagle Scout badge to the parent, step-parent, or guardian of an individual under 18 years old who has attained Eagle Scout rank. Authorizes the Secretary of State to issue Girl Scout plates bearing the symbol of the Gold Award to the parent, step-parent, or guardian of an individual under 18 years old who has attained Gold Award status. Provides that the parent, step-parent, or guardian of an individual under 18 years old who has attained either Eagle Scout or Gold Award status must demonstrate eligibility for the Eagle Scout or Gold Award plates at both initial registration and for each registration renewal.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-671 as follows:
 
6    (625 ILCS 5/3-671)
7    Sec. 3-671. Boy Scout and Girl Scout license plates.
8    (a) The Secretary, upon receipt of an application made in
9the form prescribed by the Secretary, may issue special
10registration plates designated to be Boy Scout and Girl Scout
11plates. The special plates issued under this Section shall be
12affixed only to passenger vehicles of the first division or
13motor vehicles of the second division weighing not more than
148,000 pounds. Plates issued under this Section shall expire
15according to the multi-year procedure established by Section
163-414.1 of this Code.
17    (b) Except as provided in subsections (c) and (d), the
18design and color of the plates shall be wholly within the
19discretion of the Secretary. Appropriate documentation, as
20determined by the Secretary, shall accompany the application.
21    (c) The Secretary may issue Boy Scout plates bearing the
22Eagle Scout badge only to an applicant who either (i) provides
23written proof of Eagle Scout rank, in the form of appropriate

1documentation from the National Boy Scout Council, or (ii)
2demonstrates to the satisfaction of the Secretary that he or
3she is the parent, step-parent, or guardian of an individual
4under 18 years old who has attained Eagle Scout rank. The
5Secretary shall make these plates available to qualified
6applicants.
7    (d) The Secretary may issue Girl Scout plates bearing the
8symbol of the Gold Award only to an applicant who either (i)
9provides written proof of Gold Award status, in the form of
10appropriate documentation from the National Office of the Girl
11Scouts of the U.S.A., or (ii) demonstrates to the satisfaction
12of the Secretary that he or she is the parent, step-parent, or
13guardian of an individual under 18 years old who has attained
14Gold Award status The Secretary shall make these plates
15available to qualified applicants.
16    (d-5) An applicant for a license plate bearing either the
17Eagle Scout badge or the symbol of the Gold Award who applies
18as the parent, step-parent, or guardian of an individual under
1918 years who has attained Eagle Scout or Gold Award status must
20demonstrate eligibility at both initial registration and for
21each registration renewal.
22     (e) An applicant shall be charged a $40 fee for original
23issuance in addition to the appropriate registration fee, if
24applicable. Of this fee, $25 shall be deposited into the Boy
25Scout and Girl Scout Fund as created by this Section and $15
26shall be deposited into the Secretary of State Special License

1Plate Fund to be used by the Secretary to help defray the
2administrative processing costs. For each registration renewal
3period a $27 fee, in addition to the appropriate registration
4fee, shall be charged. Of this fee, $25 shall be deposited into
5the Boy Scout and Girl Scout Fund and $2 shall be deposited
6into the Secretary of State Special License Plate Fund.
7    (f) The Boy Scout and Girl Scout Fund is created as a
8special fund in the State treasury. All moneys in the Boy Scout
9and Girl Scout Fund shall, subject to appropriation by the
10General Assembly and approval by the Secretary, be paid as
11grants, to be divided between the Illinois divisions of the
12Boys Scouts of America and the Girl Scouts of the U.S.A. on a
13pro rata basis, according to the number of each type of plate
14sold. Grants shall be made to the county division in which the
15plates are sold.
