SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.786 new
625 ILCS 5/3-696 new

    Amends the State Finance Act to create the Child Abuse Awareness and Prevention Fund. Amends the Illinois Vehicle Code. Provides for the issuance of Child Abuse Awareness plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $25 and a fee of $25 for each renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Child Abuse Awareness and Prevention Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Child Abuse Awareness and Prevention Fund shall be paid as grants to It's Our Little Secret, Inc. for purposes related to child abuse awareness and prevention. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.786 as follows:
 
6    (30 ILCS 105/5.786 new)
7    Sec. 5.786. The Child Abuse Awareness and Prevention Fund.
 
8    Section 10. The Illinois Vehicle Code is amended by adding
9Section 3-696 as follows:
 
10    (625 ILCS 5/3-696 new)
11    Sec. 3-696. Child Abuse Awareness license plates.
12    (a) The Secretary, upon receipt of an application made in
13the form prescribed by the Secretary, may issue special
14registration plates designated as Child Abuse Awareness
15license plates. The special plates issued under this Section
16shall be affixed only to passenger vehicles of the first
17division and motor vehicles of the second division weighing not
18more than 8,000 pounds. Plates issued under this Section shall
19expire according to the multi-year procedure established by
20Section 3-414.1 of this Code.
21    (b) The design and color of the plates is wholly within the

1discretion of the Secretary, except that the following phrase
2shall be on the plates: "Put the Brakes on Child Abuse". The
3Secretary may allow the plates to be issued as vanity or
4personalized plates under Section 3-405.1 of this Code. The
5plates are not required to designate "Land of Lincoln", as
6prescribed in subsection (b) of Section 3-412 of this Code. The
7Secretary shall prescribe stickers or decals as provided under
8Section 3-412 of this Code.
9    (c) An applicant for the special plate shall be charged a
10$25 fee for original issuance in addition to the appropriate
11registration fee. Of this fee, $10 shall be deposited into the
12Child Abuse Awareness and Prevention Fund and $15 shall be
13deposited into the Secretary of State Special License Plate
14Fund, to be used by the Secretary to help defray the
15administrative processing costs.
16    For each registration renewal period, a $25 fee, in
17addition to the appropriate registration fee, shall be charged.
18Of this fee, $23 shall be deposited into the Child Abuse
19Awareness and Prevention Fund and $2 shall be deposited into
20the Secretary of State Special License Plate Fund.
21    (d) The Child Abuse Awareness and Prevention Fund is
22created as a special fund in the State treasury. All moneys in
23the Child Abuse Awareness and Prevention Fund shall be paid,
24subject to appropriation by the General Assembly and approval
25by the Secretary, as grants to It's Our Little Secret, Inc. for
26purposes related to child abuse awareness and prevention.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
