5 ILCS 420/3A-40 new

    Amends the Illinois Governmental Ethics Act. Prohibits campaign contributions to the Governor from a gubernatorial appointee or the appointee's spouse or certain relatives.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Governmental Ethics Act is amended
5by adding Section 3A-40 as follows:
 
6    (5 ILCS 420/3A-40 new)
7    Sec. 3A-40. Contributions from appointee; ineligibility
8for appointment.
9    (a) For the purposes of this Section:
10        "Board or commission" means a board, commission, task
11    force, or authority created or authorized by the Illinois
12    constitution, State law, or executive order.
13        "Contribution" has the meaning set forth in Article 9
14    of the Election Code.
15        "Political committee" has the meaning set forth in
16    Article 9 of the Election Code.
17    (b) A person appointed by the Governor to a board or
18commission, the spouse of that appointee, and any immediate
19family member living with that appointee may not make
20contributions to the Governor who appointed that person, or to
21a political committee established to promote the candidacy of
22that Governor, during that appointment and for one year after
23that appointment expires or is otherwise terminated.

1    (c) A person is ineligible for appointment by the Governor
2to a board or commission if that person, the person's spouse,
3or an immediate family member living with that person, during
4the preceding year, has made contributions to that Governor or
5to a political committee established to promote the candidacy
6of that Governor.
