HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Dwain P.
4Williams of Chicago, who passed away on December 3, 2020 at the
5age of 65; and
 
6    WHEREAS, Dwain Williams was born in Chicago to James and
7Vivian L. Williams; he was affectionately known to many as
8"TC"; he attended Altgeld Elementary School and Harper High
9School; he served in the U.S. Army starting in 1976; he served
10as a wire systems installer and operator in numerous duty
11stations around the world, with his last duty station being the
12501st Signal Battalion of the 101st Airborne Assault Division;
13following active duty, he served in the U.S. Army Reserves for
14two years while attending college; he was meritoriously
15decorated and received several commendations, including expert
16badges for M16 rifle/sharpshooter and hand grenade; over the
17course of his life, he acquired four degrees and over 80
18certifications in numerous mathematical, scientific, and
19independent studies; and
 
20    WHEREAS, Dwain Williams began his 26-year career with the
21Chicago Fire Department in December 1992; he was assigned to
22Engine 122; he served as an Emergency Medical Technician and a
23CAD Computer Instructor; he was a part of Command Van-274 and

1the Hazardous Incident Team/5-1-1; he taught Response to
2Terrorism Basic Concepts as a Chicago Fire Academy instructor;
3he was promoted to fire engineer in 2005; he was promoted to
4lieutenant in 2011; he completed his work for the City of
5Chicago as a fire tactical desk and watch officer in the Office
6of Emergency Management and Communications; he retired in 2017;
7during his career, he was honored with countless accolades and
8awards; and
 
9    WHEREAS, Dwain Williams mentored many at-risk youth in his
10community for over 10 years; he served as an instructor with
11the Chicago Park District, working to mold young minds; he also
12served as a computer and physical education teacher at St.
13Philip Neri School; his mission was to save as many young lives
14as he could reach; and
 
15    WHEREAS, Dwain Williams was an active member of the
16American Legion; he committed to his faith at a young age and
17previously attended the Harris Temple AOH Church of God In
18Christ and Mount Vernon Church, where he developed a passion
19for basketball, music, and acting; he played with many bands,
20including The Rams and Mixed Nutz; he loved mathematics,
21science, and technology; he was an avid chessman; he enjoyed
22fishing and relaxing on the water; and
 
23    WHEREAS, Dwain Williams was a passionate and supportive

1husband and father; he set an extraordinary standard for his
2children regarding love, education, civic responsibility, the
3importance of a work ethic, unity, peace, and commitment to the
4betterment of humanity; he instilled the importance of
5self-worth, self-expression, confidence, and hard work in his
6children, grandchildren, and great-grandchildren; he will be
7remembered for his courage and exemplifying what it means to be
8a hero; his legacy will live on; and
 
9    WHEREAS, Dwain Williams was preceded in death by his
10parents; and
 
11    WHEREAS, Dwain Williams is survived by his wife, Karen
12Armstrong-Williams; his four children, Tarmarcea (Chalil),
13Kenya (Carlos), Diona, and Dakeeda (Quintin); his godson,
14Erick; his brother, Keith (Jacqueline); his sister, Anunka
15(Stanley); his special sister-in-law, Linda; his
16grandchildren, Chail, Chailzon Sr., Chatari, Chabreel,
17Charity, Mi'chelle, Michael Jr., Jordan, and Zion; his six
18great-grandchildren; and a host of nieces, nephews, cousins,
19friends, and colleagues; therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
21HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
22we mourn the passing of Dwain P. Williams and extend our
23sincere condolences to his family, friends, and all who knew

1and loved him; and be it further
 
2    RESOLVED, That a suitable copy of this resolution be
3presented to the family of Dwain Williams as an expression of
4our deepest sympathy.
