    Amends the State Prohibition of Goods from Forced Labor Act. Makes a technical change in a Section concerning policy.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Prohibition of Goods from Forced Labor
5Act is amended by changing Section 5 as follows:
 
6    (30 ILCS 583/5)
7    Sec. 5. Policy. The The General Assembly hereby finds and
8declares as follows:
9    (a) The people of Illinois do not support the import of any
10goods made by forced, convict, or indentured labor, not only
11because it is a cruel suppression of the human right of free
12labor and employment practices, but also because it creates an
13unfair trade advantage for the forced, convict, or indentured
14labor country.
15    (b) The federal Tariff Act of 1930, while prohibiting the
16importation of any goods produced in whole or in part by
17forced, convict, or indentured labor, does not require
18importers to provide certificates of origin at the time of
19importation to affirm and guarantee no forced, convict, or
20indentured labor content.
21    (c) The federal Tariff Act of 1930 also does not require
22the United States Customs Service to have an active,
23self-initiated foreign surveillance program of detecting

1forced, convict, or indentured labor-made goods and preventing
2their entry into the United States, but relies primarily upon
3complaints made by the public or other interested groups.
4    (d) The State of Illinois wholeheartedly supports the
5prohibition on imports produced in whole or in part by forced,
6convict, or indentured labor and shall not knowingly acquire
7any of those goods.
