SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of C. Kevin Payne, who passed away at 11:00 A.M. on February 12, 2009; and

WHEREAS, C. Kevin Payne was born on October 9,1957 in Morton to Charles Terry and Dixie Wilson Payne; and

WHEREAS, Mr. Payne married the love of his life and his best friend, Linda Leemon, on April 5, 1980; she survives, along with their son, Matt; and

WHEREAS, Mr. Payne also is survived by his mother, Dixie Wilson Payne; his brothers, Keith Payne, Kent Payne, and Kyle Payne; and his sister, Kathy Jackson; and

WHEREAS, Mr. Payne was preceded in death by his father, Charles Terry; and

WHEREAS, Mr. Payne was employed as a gas journeyman for Ameren IP in Champaign and was also a farmer; and

WHEREAS, Mr. Payne was a member of the American Shorthorn Association, the Illinois Shorthorn Association, and IBEW Local 51; and

WHEREAS, Mr. Payne enjoyed showing cattle, hunting, and farming; and

WHEREAS, Mr. Payne was laid to rest at the Payne family cemetery in Brocton; and

WHEREAS, C. Kevin Payne's lived a full life; he was loved by many and will be missed by not only his family, but the many friends he left behind; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with his family and friends, the passing of C. Kevin Payne; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of C. Kevin Payne as an expression of our sympathy.
