SENATE RESOLUTION

 
2     WHEREAS, Illinois currently maintains a system for
3 tracking ownership and movement of livestock within the
4 boundaries of the State; the imposition of a National Animal
5 Identification System represents an unnecessary intrusion into
6 that system; and
 
7     WHEREAS, Illinois has cooperated, and will continue to
8 cooperate, with the various states and the federal government
9 to provide efficient and accurate tracking in matters
10 concerning animal and human safety and welfare; and
 
11     WHEREAS, The stated purpose of a national animal
12 identification system is the protection of food supplies; a
13 more appropriate focus for the federal government would be to
14 conduct tests at the point of animal slaughter, especially in
15 the case of large-scale processors; and
 
16     WHEREAS, The national animal identification system as put
17 forth is voluntary; the objective is that it would become
18 mandatory at some future time; and
 
19     WHEREAS, A mandatory national animal identification system
20 would be a tremendous burden to Illinois' small livestock
21 owners, not to mention an invasion of their privacy and an

1 infringement upon the right of owners to manage their
2 businesses as they see fit; the system would further result in
3 a requirement to be licensed by the federal government in order
4 to own livestock and would place financial burdens on producers
5 who are already struggling to make their businesses profitable;
6 therefore, be it
 
7     RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
8 ASSEMBLY OF THE STATE OF ILLINOIS, that we believe that animal
9 identification and premise registration efforts should remain
10 at the State level and not be initiated at the national level;
11 and be it further
 
12     RESOLVED, That suitable copies of this resolution be
13 presented to the President of the United States, the President
14 Pro Tempore of the United States Senate, the Speaker of the
15 United States House of Representatives, and the members of the
16 Illinois congressional delegation.
