SYNOPSIS AS INTRODUCED:
 
220 ILCS 5/8-209 new

    Amends the Public Utilities Act. Provides that a utility, when establishing service for a customer, must ask for the name and address, in addition to the service address, of the owner of the property. Provides that a customer may refuse to provide the information to the utility; however, the utility must still present the question to the customer. Provides that Within 5 calendar days after a request for termination of service is made, or if service is to be terminated at a customer's service address for any other reason, then the utility must notify the owner of the property in writing (1) of the termination, and (2) whether the owner of the property will be billed for service. Provides that the written notification must be provided to the owner at the service address and any other address that is on record for the owner. Provides that a utility must obtain an actual reading of the utility meter at the service address within 48 hours after the actual termination at the service address. Effective immediately.

1     AN ACT concerning utilities.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Public Utilities Act is amended by adding
5 Section 8-209 as follows:
 
6     (220 ILCS 5/8-209 new)
7     Sec. 8-209. Termination of service; rental properties.
8     (a) A utility, when establishing service for a customer,
9 must ask for the name and address, in addition to the service
10 address, of the owner of the property. A customer may refuse to
11 provide the information to the utility; however, the utility
12 must still present the question to the customer.
13     (b) Within 5 calendar days after a request for termination
14 of service is made, or if service is to be terminated at a
15 customer's service address for any other reason, then the
16 utility must notify the owner of the property in writing (1) of
17 the termination, and (2) whether the owner of the property will
18 be billed for service. The written notification required by
19 this subsection (b) must be provided to the owner at the
20 service address and any other address that is on record for the
21 owner.
22     (c) A utility must obtain an actual reading of the utility
