HOUSE RESOLUTION

 
2     WHEREAS, Recycling reduces the need for landfilling and
3 incineration and prevents pollution caused by the
4 manufacturing of products from virgin materials; and
 
5     WHEREAS, Recycling one ton of paper saves 17 mature trees,
6 7,000 gallons of water, 3 cubic yards of landfill space, 2
7 barrels of oil, and 4,1000 kilowatt-hours of electricity; and
 
8     WHEREAS, An aluminum can takes over 100 years to decompose,
9 but a recycled can may be reused in 60 days; and
 
10     WHEREAS, A group of middle school students in Addison
11 formed the Recycle Because You Care Team to research various
12 approaches to encouraging their community to recycle; the
13 experiment proved that recycling rates increased in households
14 that were educated about recycling techniques; during the
15 experiment, the number of recyclers increased by 86% in
16 neighborhoods where the homeowners were informed about how to
17 recycle and were given recycling bins; and
 
18     WHEREAS, Following the approval of a State grant, an
19 Addison waste hauler provided more than 7,000 new recycling
20 bins to their community; as a result, the recycling volume
21 increased by 85 tons; and

1     WHEREAS, The impact of educational tools in Addison proves
2 that recycling rates in the State can be increased by better
3 informing citizens of recycling programs and possibilities;
4 therefore, be it
 
5     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7 there is created the Recycling Issues Task Force, to consist of
8 the following: (1) a member appointed by each caucus leader in
9 the Illinois General Assembly; (2) a member appointed by the
10 Governor; (3) a representative from the Illinois Environmental
11 Protection Agency; (4) a representative from the Illinois
12 Department of Commerce and Economic Opportunity; (5) a
13 representative from the waste industry; and (6) a
14 representative from the environmental community; and be it
15 further
 
16     RESOLVED, That the Task Force shall:
17         (1) study existing State recycling programs; and
18         (2) explore possible incentives for encouraging
19     recycling throughout the State; and be it further
 
20     RESOLVED, That the Task Force shall choose its chair and
21 other officers and meet at the call of the chair; the members
22 of the Task Force shall serve without compensation; and be it

2     RESOLVED, That the Illinois Department of Commerce and
3 Economic Opportunity shall provide administrative support for
4 the Task Force; and be it further
 
5     RESOLVED, That the Task Force shall report its findings to
6 the Governor and the General Assembly on or before September 1,
7 2011.
