HOUSE RESOLUTION

 
2    WHEREAS, Each year, an estimated 250 people fall through
3ice-covered bodies of water and drown; most are boys between
4the ages of 6 and 15 years; and
 
5    WHEREAS, On February 19, 2010, Kathy Kohler Baxmeyer, her
6son, Kadin, and Kadin's best friend, Austin, all drowned after
7ice gave way on a frozen pond, the boys fell through, and
8Kadin's mom tried to save them; and
 
9    WHEREAS, Project SKiPPeR was created out of that tragedy
10and is an educational program that will go into schools and
11teach children about the dangers of ice-covered water; and
 
12    WHEREAS, Project SKiPPeR is an acronym for "stay calm, kick
13like a swimmer, aim for ice edge, prop arms onto ice opening,
14pull yourself up onto ice, exit the water, roll away";
15therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
18respectfully request that the State Board of Education inform
19school districts about Project SKiPPeR; and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
