HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Dr. William McCoy
4on the occasion of his 25 years of dedicated service as Chief
5Apostle at Brothers Keeper Community Outreach Church; and
 
6    WHEREAS, Dr. William McCoy began his pastoral career in
71986, when he was assigned to serve at God's House of
8Deliverance Holiness Church; in 1989, he earned his Certificate
9of Ordination from the Pentecostal Apostolic Assemblies of
10Jesus Christ; in 1991, he graduated from the United Theological
11Seminary, where he was named Valedictorian; in 1993, he
12received an Honorary Doctorate of Divinity from the Apostolic
13Baptist Seminary in Evansville, Indiana; in 1994, he was
14consecrated as the Presiding Prelate Bishop of IPAE and AIMBK
15by Bishop Lester P. Bell and earned his Prison Fellowship
16Training Diploma; in 1995, he earned his Doctorate of
17Philosophy in Pastoral Theology from the International College
18of Bible Theology; and
 
19    WHEREAS, Dr. William McCoy has served as an Auxiliary
20Chaplain of the Cook County Sheriff Department since 1994; he
21has served as a Life Skills Facilitator with the Vital Issues
22Project; he has served as a board member of the Cook County
23Jails Alternative Schools L.S.C. since 1997; he has been a

1Certified Red Cross Instructor in HIV/AIDS Prevention &
2Education since 1997; he served as the Superintendent Parole
3Chaplain of Cook and Lake Counties for the Illinois Department
4of Corrections from 1997 to 2001; he served as Chief Police
5Chaplain and Administrator for the City of Harvey from 1998 to
61999; in 1998, he served as a Domestic Violence Facilitator for
7Western Judicial Services in Norris City; in 2000, he became a
8member of Mentors & Adult Probation Systems, the James Williams
9Ministry's Project Now, and the Southside Health Consortium; in
102001, he became Head Chaplain of FAITH, Inc. and joined the
11Cook County Circuit Court Mentoring Advisory Board of the
12Illinois Department of Corrections Chaplaincy Council; in
132002, he was elected to serve as President of the Illinois
14Community Chaplaincy Council; in 2009, he became a member of
15the Coalition for United Community Action Advisory Board; that
16same year, he became President of the South Suburban Action
17Conference and became a member of the IPAE-NETWORK Cook County
18Sheriff's Department Re-Entry Initiative and the Advisory
19Board of Cook County Clergy United, Inc.; he is also currently
20working with various NSP programs in Cook County; and
 
21    WHEREAS, Dr. William McCoy has earned numerous awards and
22recognitions for his work in his community, including the Good
23Samaritan Award for Outstanding Contributions for the
24Betterment of Humanity from the Illinois Adventist Prison
25Ministry Organization, an Honorary Doctorate of Humane Letters

1from the International College of Bible Theology, Certificates
2of Completion from the Central States Institute of Addiction,
3the Illinois Department of Corrections Training Academy, and
4the Illinois Alcohol & Other Drug Abuse Professional
5Certification Association, the Dr. Arthur M. Brazier
6Distinguished Service Award from the Apostolic Church of God,
7the Chaplain of the Year award from the Illinois Department of
8Corrections, a Certificate of Appreciation from Salvation
9Ministries, the Outstanding Community Service award from the
10Association of Black Social Workers, a Certificate of
11Appreciation from ANGEL TREE/A Ministry of Prison Fellowship;
12he has also been recognized in the National Directory of Who's
13Who in Executive Professionals; and
 
14    WHEREAS, Dr. William McCoy will be honored for his years of
15service during the Chief Apostle Dr. William McCoy and
16Co-Pastor Dr. Rose McCoy 25th Pastoralship Appreciation
17Service on October 15, 2010 and a Black Tie Banquet on October
1816, 2010; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
21congratulate Dr. William McCoy for his many years of dedicated
22service and wish him continued success and happiness in the
23future; and be it further

1    RESOLVED, That a suitable copy of this resolution be
2presented to Dr. William McCoy as a symbol of our esteem and
3respect.
