HOUSE RESOLUTION

 
2     WHEREAS, The call to protect our nation has led to the use
3 of the armed services in the State of Illinois; and
 
4     WHEREAS, Many men and women from the State of Illinois are
5 currently engaged in combat overseas and are permanently under
6 medical retirement under chapter 61 of the United States Code
7 due to the injuries that they received defending our nation;
8 and
 
9     WHEREAS, Those who are permanently under medical
10 retirement receive Combat-Related Special Compensation Pay
11 because of their 100% combat related disabilities, but have
12 served less than 20 years in the military and are subsequently
13 unable to receive Concurrent Receipt for their retirement pay;
14 and
 
15     WHEREAS, Those who have served less than 20 years in the
16 military are denied their military medical retired pay under
17 Concurrent Receipt once they received their United States
18 Department of Veterans Affairs compensation pay; and
 
19     WHEREAS, Federal legislation enacted in 2003 granted
20 retired military personnel with 20 years of service, or those
21 who took early retirement with 15 years of service, to receive

1 Concurrent Receipt; and
 
2     WHEREAS, Combat-wounded Purple Heart recipients should not
3 be denied a quality life or be forced to live in poverty as a
4 result of answering our nation's call to arms; therefore, be it
 
5     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
7 urge the United States Congress to pass legislation to
8 eliminate the required reduction in the amount of
9 combat-related special compensation paid to uniformed service
10 retirees who received combat-related disabilities under
11 Chapter 61 of Title 10 of the United States Code, whose
12 disability is attributed to an injury for which the members
13 were awarded a Purple Heart; and be it further
 
14     RESOLVED, That suitable copies of this resolution be
15 presented to the Majority and Minority Leaders of the United
16 States Senate, the Speaker and Minority Leader of the United
17 States House of Representatives, and the members of the
18 Illinois congressional delegation.
