SYNOPSIS AS INTRODUCED:

110 ILCS 670/15-190 new
110 ILCS 675/20-195 new
110 ILCS 680/25-190 new
110 ILCS 685/30-200 new
110 ILCS 690/35-195 new

    Amends the University of Illinois Act, the Southern Illinois University Management Act, the Chicago State University Law, the Eastern Illinois University Law, the Governors State University Law, the Illinois State University Law, the Northeastern Illinois University Law, the Northern Illinois University Law, and the Western Illinois University Law. Authorizes the Board of Trustees of each university to use locally held funds for any non-appropriated need that it deems appropriate. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The University of Illinois Act is amended by
5 adding Section 100 as follows:
 
6     (110 ILCS 305/100 new)
7     Sec. 100. Use of locally held funds. The Board of Trustees
8 is authorized to use locally held funds for any
9 non-appropriated need that it deems appropriate.
 
10     Section 10. The Southern Illinois University Management
11 Act is amended by adding Section 80 as follows:
 
12     (110 ILCS 520/80 new)
13     Sec. 80. Use of locally held funds. The Board is authorized
14 to use locally held funds for any non-appropriated need that it
15 deems appropriate.
 
16     Section 15. The Chicago State University Law is amended by
17 adding Section 5-190 as follows:
 
18     (110 ILCS 660/5-190 new)
19     Sec. 5-190. Use of locally held funds. The Board is

1 authorized to use locally held funds for any non-appropriated
2 need that it deems appropriate.
 
3     Section 20. The Eastern Illinois University Law is amended
4 by adding Section 10-190 as follows:
 
5     (110 ILCS 665/10-190 new)
6     Sec. 10-190. Use of locally held funds. The Board is
7 authorized to use locally held funds for any non-appropriated
8 need that it deems appropriate.
 
9     Section 25. The Governors State University Law is amended
10 by adding Section 15-190 as follows:
 
11     (110 ILCS 670/15-190 new)
12     Sec. 15-190. Use of locally held funds. The Board is
13 authorized to use locally held funds for any non-appropriated
14 need that it deems appropriate.
 
15     Section 30. The Illinois State University Law is amended by
16 adding Section 20-195 as follows:

18     Sec. 20-195. Use of locally held funds. The Board is
19 authorized to use locally held funds for any non-appropriated
20 need that it deems appropriate.

2 amended by adding Section 25-190 as follows:
 
3     (110 ILCS 680/25-190 new)
4     Sec. 25-190. Use of locally held funds. The Board is
5 authorized to use locally held funds for any non-appropriated
6 need that it deems appropriate.
 
7     Section 40. The Northern Illinois University Law is amended
8 by adding Section 30-200 as follows:
 
9     (110 ILCS 685/30-200 new)
10     Sec. 30-200. Use of locally held funds. The Board is
11 authorized to use locally held funds for any non-appropriated
12 need that it deems appropriate.
 
13     Section 45. The Western Illinois University Law is amended
14 by adding Section 35-195 as follows:
 
15     (110 ILCS 690/35-195 new)
16     Sec. 35-195. Use of locally held funds. The Board is
17 authorized to use locally held funds for any non-appropriated
18 need that it deems appropriate.
 
19     Section 99. Effective date. This Act takes effect upon
20 becoming law.
