SYNOPSIS AS INTRODUCED:
 
110 ILCS 205/9.34 new

    Amends the Board of Higher Education Act. Provides that beginning with the 2011-2012 academic year, the Board of Higher Education shall award institutional grants, subject to appropriation, to public institutions of higher education to assist efforts in strengthening the retention and graduation rates of their nontraditional student population. Provides that grants shall be awarded according to a formula based on the specified factors. Provides that the Board shall make awards to eligible institutions for special services, programs needed, or for the performance of other tasks to meet the State's higher education needs. Effective July 1, 2011.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Board of Higher Education Act is amended by
5 adding Section 9.34 as follows:
 
6     (110 ILCS 205/9.34 new)
7     Sec. 9.34. Institutional grants based on retention and
8 graduation rates.
9     (a) Beginning with the 2011-2012 academic year, the Board
10 shall award institutional grants, subject to appropriation, to
11 public institutions of higher education to assist efforts in
12 strengthening the retention and graduation rates of their
13 nontraditional student population. Grants shall be awarded
14 according to a formula based on the following factors: (i)
15 demonstrated success in providing support services to first
16 generation; (ii) low-income students and students with
17 disabilities; (iii) degree of partnership and collaboration
18 with elementary and secondary educational institutions with
19 respect to academic preparation, recruitment, acceptance, and
20 graduation of nontraditional students; and (iv) the number of
21 undergraduate degrees granted to nontraditional students.
22     (b) The Board shall make awards to eligible institutions
23 for special services, programs needed, or the performance of

1 other tasks to meet the State's higher education needs. Those
2 services, programs, or tasks shall include, but are not be
3 limited to, (i) health and wellness services, (ii)
4 technological resources, (iii) instructional resources, (iv)
5 academic and administrative organizational structures, and (v)
6 the maintenance of existing programs and development of new
7 programs designed to encourage acceptance and retention of
8 nontraditional students from high school, private and public
9 community colleges, and other 4-year institutions.
 
10     Section 99. Effective date. This Act takes effect July 1,
11 2011.
