SYNOPSIS AS INTRODUCED:

    Amends the Illinois Vehicle Code. Provides that owners of certain vehicles of the first division may make application to the Secretary of State to have one registration plate issued and displayed on the rear of the vehicle. Provides that the application requirements shall be the same as other vehicles of the first division subject to registration, except that the applicant shall pay an additional registration fee of $250 for each new and renewal registration application. Provides that of the $250 fee, $10 shall be deposited into the State Police Vehicle Fund.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Sections 3-410, 3-412, and 3-413 and by adding Section 3-405.5
6 as follows:
 
7     (625 ILCS 5/3-405.5 new)
8     Sec. 3-405.5. Application for one license plate. Every
9 owner of a vehicle of the first division subject to
10 registration under this Code, except for antique vehicles,
11 custom vehicles, street rods, commuter vans, electric
12 vehicles, and low-speed vehicles, may make application to the
13 Secretary of State to have one registration plate issued and
14 displayed on the vehicle. The application requirements shall be
15 the same as other vehicles of the first division subject to
16 registration under this Code, except that the applicant shall
17 pay an additional registration fee of $250 for each new and
18 renewal registration application. Of this fee, $10 shall be
19 deposited into the State Police Vehicle Fund.

21     Sec. 3-410. Secretary of State to issue registration card.
22     (a) The Secretary of State upon registering a vehicle shall

1 issue a registration card.
2     (b) The registration card shall be delivered to the owner
3 and shall contain upon the face thereof the date issued, the
4 name and address of the owner, the registration number assigned
5 to the vehicle and as to vehicles of the second division,
6 whether the vehicle is for-hire or not-for-hire and such
7 description of the vehicle as determined by the Secretary of
8 State.
9     (c) If a vehicle is registered pursuant to Section 3-405.5
10 of this Code, the Secretary of State shall make a notation on
11 the registration card that the vehicle is only required to
12 display one registration plate on the rear of the vehicle.

15     Sec. 3-412. Registration plates and registration stickers
16 to be furnished by the Secretary of State.
17     (a) The Secretary of State upon registering a vehicle
18 subject to annual registration for the first time shall issue
19 or shall cause to be issued to the owner one registration plate
20 for a motorcycle, trailer, semitrailer, moped or
21 truck-tractor, one registration plate for a vehicle registered
22 pursuant to Section 3-405.5 of this Code, 2 registration plates
23 for other motor vehicles and, where applicable, current
24 registration stickers for motor vehicles of the first division.
25 The provisions of this Section may be made applicable to such

1 vehicles of the second division, as the Secretary of State may,
2 from time to time, in his discretion designate. On subsequent
3 annual registrations during the term of the registration plate
4 as provided in Section 3-414.1, the Secretary shall issue or
5 cause to be issued registration stickers as evidence of current
6 registration. However, the issuance of annual registration
7 stickers to vehicles registered under the provisions of
8 Sections 3-402.1 and 3-405.3 of this Code may not be required
9 if the Secretary deems the issuance unnecessary.
10     (b) Every registration plate shall have displayed upon it
11 the registration number assigned to the vehicle for which it is
12 issued, the name of this State, which may be abbreviated, the
13 year number for which it was issued, which may be abbreviated,
14 the phrase "Land of Lincoln" (except as otherwise provided in
15 this Code), and such other letters or numbers as the Secretary
16 may prescribe. However, for apportionment plates issued to
17 vehicles registered under Section 3-402.1 and fleet plates
18 issued to vehicles registered under Section 3-405.3, the phrase
19 "Land of Lincoln" may be omitted to allow for the word
20 "apportioned", the word "fleet", or other similar language to
21 be displayed. Registration plates issued to a vehicle
22 registered as a fleet vehicle may display a designation
23 determined by the Secretary.
24     The Secretary may in his discretion prescribe that letters
25 be used as prefixes only on registration plates issued to
26 vehicles of the first division which are registered under this

1 Code and only as suffixes on registration plates issued to
2 other vehicles. Every registration sticker issued as evidence
3 of current registration shall designate the year number for
4 which it is issued and such other letters or numbers as the
5 Secretary may prescribe and shall be of a contrasting color
6 with the registration plates and registration stickers of the
7 previous year.
8     (c) Each registration plate and the required letters and
9 numerals thereon, except the year number for which issued,
10 shall be of sufficient size to be plainly readable from a
11 distance of 100 feet during daylight, and shall be coated with
12 reflectorizing material. The dimensions of the plate issued to
13 vehicles of the first division shall be 6 by 12 inches.
14     (d) The Secretary of State shall issue for every passenger
15 motor vehicle rented without a driver the same type of
16 registration plates as the type of plates issued for a private
17 passenger vehicle.
18     (e) The Secretary of State shall issue for every passenger
19 car used as a taxicab or livery, distinctive registration
20 plates.
21     (f) The Secretary of State shall issue for every motorcycle
22 distinctive registration plates distinguishing between
23 motorcycles having 150 or more cubic centimeters piston
24 displacement, or having less than 150 cubic centimeter piston
25 displacement.
26     (g) Registration plates issued to vehicles for-hire may

1 display a designation as determined by the Secretary that such
2 vehicles are for-hire.
3     (h) (Blank).
4     (i) The Secretary of State shall issue for every public and
5 private ambulance registration plates identifying the vehicle
6 as an ambulance. The Secretary shall forward to the Department
7 of Healthcare and Family Services registration information for
8 the purpose of verification of claims filed with the Department
9 by ambulance owners for payment for services to public
10 assistance recipients.
11     (j) The Secretary of State shall issue for every public and
12 private medical carrier or rescue vehicle livery registration
13 plates displaying numbers within ranges of numbers reserved
14 respectively for medical carriers and rescue vehicles. The
15 Secretary shall forward to the Department of Healthcare and
16 Family Services registration information for the purpose of
17 verification of claims filed with the Department by owners of
18 medical carriers or rescue vehicles for payment for services to
19 public assistance recipients.
20     (k) The Secretary of State shall issue distinctive license
21 plates or distinctive license plate stickers for every vehicle
22 exempted from subsections (a) and (a-5) of Section 12-503 by
23 subsection (g) of that Section, and by subsection (g-5) of that
24 Section before its deletion by this amendatory Act of the 95th
25 General Assembly. The Secretary shall issue these plates or
26 stickers immediately upon receiving the physician's

1 certification required under subsection (g) of Section 12-503.
2 New plates or stickers shall also be issued when the
3 certification is renewed as provided in that subsection.
4     (l) The Secretary of State shall issue distinctive
5 registration plates for low-speed vehicles.

9     (625 ILCS 5/3-413)  (from Ch. 95 1/2, par. 3-413)
10     Sec. 3-413. Display of registration plates, registration
11 stickers and drive-away permits.
12     (a) Registration plates issued for a motor vehicle other
13 than a motorcycle, trailer, semitrailer, truck-tractor,
14 apportioned bus, or apportioned truck shall be attached
15 thereto, one in the front and one in the rear, except as
16 provided in subsection (g) of this Section. The registration
17 plate issued for a motorcycle, trailer or semitrailer required
18 to be registered hereunder and any apportionment plate issued
19 to a bus under the provisions of this Code shall be attached to
20 the rear thereof. The registration plate issued for a
21 truck-tractor or an apportioned truck required to be registered
22 hereunder shall be attached to the front thereof.
23     (b) Every registration plate shall at all times be securely
24 fastened in a horizontal position to the vehicle for which it
25 is issued so as to prevent the plate from swinging and at a

1 height of not less than 5 inches from the ground, measuring
2 from the bottom of such plate, in a place and position to be
3 clearly visible and shall be maintained in a condition to be
4 clearly legible, free from any materials that would obstruct
5 the visibility of the plate, including, but not limited to,
6 glass covers and plastic covers. Registration stickers issued
7 as evidence of renewed annual registration shall be attached to
8 registration plates as required by the Secretary of State, and
9 be clearly visible at all times.
10     (c) Every drive-away permit issued pursuant to this Code
11 shall be firmly attached to the motor vehicle in the manner
12 prescribed by the Secretary of State. If a drive-away permit is
13 affixed to a motor vehicle in any other manner the permit shall
14 be void and of no effect.
15     (d) The Illinois prorate decal issued to a foreign
16 registered vehicle part of a fleet prorated or apportioned with
17 Illinois, shall be displayed on a registration plate and
18 displayed on the front of such vehicle in the same manner as an
19 Illinois registration plate.
20     (e) The registration plate issued for a camper body mounted
21 on a truck displaying registration plates shall be attached to
22 the rear of the camper body.
23     (f) No person shall operate a vehicle, nor permit the
24 operation of a vehicle, upon which is displayed an Illinois
25 registration plate, plates or registration stickers after the
26 termination of the registration period for which issued or

1 after the expiration date set pursuant to Sections 3-414 and
2 3-414.1 of this Code.
3     (g) If a vehicle is registered pursuant to Section 3-405.5
4 of this Code, one registration plate shall be attached to the
5 rear of the vehicle.
