SYNOPSIS AS INTRODUCED:
 
70 ILCS 3605/54 new
70 ILCS 3615/3A.18 new
70 ILCS 3615/3B.17 new
30 ILCS 805/8.33 new

    Amends the Metropolitan Transit Authority Act and the Regional Transportation Authority Act. Requires that the Chicago Transportation Authority, the Suburban Bus Board, and the Commuter Rail Board ensure that all trains and buses used for public transport have at least one automated external defibrillator on board. Provides that the requirement must be imposed no later than 90 days after the effective date of the amendatory Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Metropolitan Transit Authority Act is
5 amended by adding Section 54 as follows:
 
6     (70 ILCS 3605/54 new)
7     Sec. 54. Automated external defibrillator. No later than 90
8 days after the effective date of this amendatory Act of the
9 96th General Assembly, the Board must ensure that all trains
10 and buses used for public transport have at least one automated
11 external defibrillator on board. For the purposes of this
12 Section, "automated external defibrillator" has the meaning
13 ascribed to that term in Section 10 of the Automated External
14 Defibrillator Act.
 
15     Section 10. The Regional Transportation Authority Act is
16 amended by adding Sections 3A.18 and 3B.17 as follows:
 
17     (70 ILCS 3615/3A.18 new)
18     Sec. 3A.18. Automated external defibrillator. No later
19 than 90 days after the effective date of this amendatory Act of
20 the 96th General Assembly, the Suburban Bus Board must ensure
21 that all buses used for public transport have at least one

1 automated external defibrillator on board. For the purposes of
2 this Section, "automated external defibrillator" has the
3 meaning ascribed to that term in Section 10 of the Automated
4 External Defibrillator Act.

6     Sec. 3B.17. Automated external defibrillator. No later
7 than 90 days after the effective date of this amendatory Act of
8 the 96th General Assembly, the Commuter Rail Board must ensure
9 that all trains used for public transport have at least one
10 automated external defibrillator on board. For the purposes of
11 this Section, "automated external defibrillator" has the
12 meaning ascribed to that term in Section 10 of the Automated
13 External Defibrillator Act.
 
14     Section 90. The State Mandates Act is amended by adding
15 Section 8.33 as follows:
 
16     (30 ILCS 805/8.33 new)
17     Sec. 8.33. Exempt mandate. Notwithstanding Sections 6 and 8
18 of this Act, no reimbursement by the State is required for the
19 implementation of any mandate created by this amendatory Act of
20 the 96th General Assembly.
 
21     Section 99. Effective date. This Act takes effect upon
22 becoming law.
