SYNOPSIS AS INTRODUCED:

Amends the Legislative Commission Reorganization Act of 1984. Creates the General Accounting Office as a legislative support services agency. Provides that the Office shall conduct a thorough review of each State executive branch program with respect to its relevance, efficiency, and effectiveness in obtaining the results required by, or achieving the goals expressed in, the statutes relating to the program. At least annually and also whenever appropriate or required by the circumstances, requires the Office to submit written reports to the General Assembly describing the Office's review of those programs and recommending, without limitation, elimination of any programs that are obsolete or not relevant, efficient, or effective; consolidation of duplicative programs; and steps to improve a program's relevance, efficiency, and effectiveness. Requires the Auditor General and all State agencies to cooperate with and provide requested information to the Office so that the Office can perform its functions and duties.

AN ACT concerning the legislature.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Legislative Commission Reorganization Act of 1984 is amended by changing Section 1-3 and by adding the heading of Article 9A and Sections 9A-1 and 9A-5 as follows:

Sec. 1-3. Legislative support services agencies. The Joint Committee on Legislative Support Services is responsible for establishing general policy and coordinating activities among the legislative support services agencies. The legislative support services agencies include the following:

(1) Joint Committee on Administrative Rules;

(2) Commission on Government Forecasting and Accountability;

(3) Legislative Information System;

(4) Legislative Reference Bureau;

(5) Legislative Audit Commission;

(6) Legislative Printing Unit;

(7) Legislative Research Unit; and

(8) Office of the Architect of the Capitol; and .

(9) General Accounting Office.

Sec. 9A-1. General Accounting Office. The General Accounting Office is established as a legislative support services agency. The General Accounting Office is subject to the provisions of this Act and shall exercise other functions as provided by law.
