1     AN ACT concerning criminal law.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Criminal Code of 1961 is amended by changing
5 Section 11-26 as follows:
 
6     (720 ILCS 5/11-26)
7     Sec. 11-26. Traveling to meet a minor.
8     (a) A person commits the offense of traveling to meet a
9 minor when he or she travels any distance either within this
10 State, to this State, or from this State by any means, attempts
11 to do so, or causes another to do so or attempt to do so for the
12 purpose of engaging in any sex offense as defined in Section 2
13 of the Sex Offender Registration Act, or for the purpose of
14 engaging in any illegal act described in Section 12-4.3,
15 12-16.2, or 33D-1 of this Code or to otherwise engage in other
16 unlawful sexual conduct with a child or with another person
17 believed by the person to be a child after using a computer
18 on-line service, Internet service, local bulletin board
19 service, or any other device capable of electronic data storage
20 or transmission to seduce, solicit, lure, or entice, or to
21 attempt to seduce, solicit, lure, or entice, a child or a
22 child's parent, legal guardian, or custodian of a child
23 guardian, or another person believed by the person to be a

1 child or a child's parent, legal guardian, or custodian of a
2 child to consent to the participation of such child in any sex
3 offense or other illegal act specified in this subsection (a) or
4 a child's guardian, for such purpose.
5     (b) Sentence. Traveling to meet a minor is a Class 3
6 felony.
7     (c) In this Section:
8         "Child" means a person under 18 years of age.
9         "Computer" has the meaning ascribed to it in Section
10     16D-2 of this Code.
11         "Internet" means the global information system that is
12     logically linked together by a globally unique address
13     space based on the Internet Protocol (IP), or its
14     subsequent extensions, and that is able to support
15     communications using the Transmission Control
16     Protocol/Internet Protocol (TCP/IP) suite, or its
17     subsequent extensions, or other IP-compatible protocols,
18     and that provides, uses, or makes accessible, either
19     publicly or privately, high level services layered on the
20     communications and related infrastructure.
