AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Public Community College Act is amended by adding Section 3-17.5 as follows:

(110 ILCS 805/3-17.5 new)

Sec. 3-17.5. New students; course selection advise. The board of each community college district shall require all of its full-time students who are in their first year of attendance at the community college, including transfer students, to meet with a guidance counselor or academic advisor at the community college to discuss course selection at least once during the student's first year of attendance, preferably during the first semester of attendance.

Section 90. The State Mandates Act is amended by adding Section 8.31 as follows:

(30 ILCS 805/8.31 new)

Sec. 8.31. Exempt mandate. Notwithstanding Sections 6 and 8 of this Act, no reimbursement by the State is required for the implementation of any mandate created by this amendatory Act of the 95th General Assembly.
