    Amends the Counties Code. Provides that the county board of Madison County may require the registration of electrical contractors and may impose an annual registration fee of $25 on each registered contractor. Effective immediately.

1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Counties Code is amended by adding Section
5 5-42000 as follows:
 
6     (55 ILCS 5/5-42000 new)
7     Sec. 5-42000. Registration of electrical contractors. The
8 county board of Madison County may require the registration of
9 electrical contractors and may impose an annual registration
10 fee of $25 on each registered contractor. An electrical
11 contractor who is registered by a municipality within the
12 State, however, shall not be required to be registered or to
13 pay a registration fee under this Section.
14     The term "electrical contractor", as used in this Section,
15 means any person engaged in the business of installing or
16 altering by contract electrical equipment for the utilization
17 of electricity for light, heat, or power. The term "electrical
18 contractor" does not include the installing or altering of (1)
19 radio apparatus or equipment for wireless reception of sounds
20 and signals or (2) apparatus, conductors, or other equipment
21 installed for or by public utilities, including common
22 carriers, which are under the jurisdiction of the Illinois
23 Commerce Commission, for use in their operation as public

1 utilities, and does not include the persons employed by an
2 electrical contractor to do or supervise electrical
3 contracting work.
 
4     Section 99. Effective date. This Act takes effect upon
5 becoming law.
