HOUSE RESOLUTION

 
2     WHEREAS, On Tuesday, October 24, 2006, Dr. David Cornbleet
3 was tortured and brutally murdered in his office located at 30
4 N. Michigan Ave. in Chicago; and
 
5     WHEREAS, A former patient of Dr. Cornbleet's, Hans
6 Peterson, has confessed to committing this murder; and
 
7     WHEREAS, After committing this horrendous crime, Peterson
8 fled to and hid in the French portion of St. Martin; and
 
9     WHEREAS, Before confessing and turning himself into French
10 officials, Peterson applied for and was granted French
11 citizenship merely based on his mother's nationality; and
 
12     WHEREAS, Even though he was born and raised in the United
13 States and filled out his French citizenship application after
14 committing the act of murder, France granted him citizenship in
15 May of 2007 based on the fact that there is French blood in his
16 lineage; and
 
17     WHEREAS, France claims that Peterson is protected as a
18 French citizen by its laws and has refused extradition; and
 
19     WHEREAS, If Peterson is ever tried and convicted, under

1 French law at most he will face 20 years in prison, what the
2 French consider being a life sentence; and
 
3     WHEREAS, The 2002 Treaty between the United States and the
4 French Republic merely states that "there is no obligation upon
5 the Requested State to grant the extradition of a person who is
6 a national of the Requested State" and does not absolutely
7 preclude such extradition; therefore, be it
 
8     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
10 urge the French Republic to extradite Hans Peterson, an
11 American citizen who committed a crime on American soil; and be
12 it further
 
13     RESOLVED, That the French Republic's treatment of this case
14 to date offends the notions of justice of this body and of the
15 people of the State of Illinois; and be it further
 
16     RESOLVED, That a suitable copy of this resolution be
17 presented to the French Republic's Consul General to Chicago as
18 an appeal by the people of the State of Illinois for France to
19 exercise its ability to extradite under the 2002 Treaty with
20 the United States in the interest of true justice.
