HOUSE RESOLUTION

 
2     WHEREAS, We, the members of the Illinois House of
3 Representatives, recognize the State is in the process of
4 crafting an annual budget; and
 
5     WHEREAS, The State of Illinois is in need of additional
6 revenue to restore its fiscal health and improve the lives of
7 working people across the State; and
 
8     WHEREAS, There are several options available to the
9 Illinois House of Representatives to raise revenue that are
10 more desirable than an increase in the income tax and an
11 expansion of the sales tax; therefore, be it
 
12     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
14 oppose, to support these priorities, a 66% increase in the
15 income tax as well as an expansion of the State use and
16 occupation taxes to the following services:
17         (A) Arts entertainment and recreation, including:
18             (1) plays;
19             (2) dance performances;
20             (3) sporting events;
21             (4) spectator events;
22             (5) museums;

1             (6) zoos;
2             (7) racetracks;
3             (8) historical sites;
4             (9) concerts;
5             (10) golf courses;
6             (11) country clubs;
7             (12) health clubs;
8             (13) bowling;
9             (14) skiing;
10             (15) gambling facilities;
11             (16) amusement parks;
12             (17) botanical gardens;
13             (18) dinner theater;
14             (19) marinas;
15             (20) arcades;
16             (21) promoters of performing arts, sports, and
17         similar events without facilities; and
18             (22) agents and managers for artists, athletes,
19         entertainers, and other public figures;
20         (B) Personal and Laundry Services, including:
21             (1) drycleaning and laundry services;
22             (2) hair, nail, and skin care services;
23             (3) barber shops;
24             (4) beauty salons;
25             (5) nail salons;
26             (6) diet and weight reducing centers;

1             (7) death care services;
2             (8) funeral homes and funeral services;
3             (9) cemeteries and crematories;
4             (9) coin-operated laundries and drycleaners;
5             (10) linen and uniform supply;
6             (11) industrial launderers;
7             (12) pet care (except veterinary) services;
8             (13) photofinishing; and
9             (14) parking lots and garages;
10         (C) Personal and Household Goods Repair and
11     Maintenance, including:
12             (1) appliance repair and Maintenance;
13             (2) Reupholstery and furniture repair; and
14             (3) footwear and leather goods repair;
15         (D) Travel Arrangement and Reservation Services,
16     including:
17             (1) travel agencies;
18             (2) tour operators; and
19             (3) convention and visitors bureaus;
20         (E) Investigation and Security Services, including:
21             (1) investigation services;
22             (2) security guards and patrol services;
23             (3) armored car services;
24             (4) security systems services; and
25             (5) locksmiths;
26         (F) Services to Buildings and Dwellings, including:

1             (1) pest control;
2             (2) janitorial services;
3             (3) landscaping; and
4             (4) carpet cleaning;
5         (G) Other Support Services, including:
6             (1) packaging and labeling; and
7             (2) convention and trade show organizing;
8         (H) Employment Services, including:
9             (1) employment placement services;
10             (2) temp agencies; and
11             (3) professional employer organizations;
12         (I) Car Washes;
13         (J) Landscaping and Architectural Services;
14         (K) Specialized design, including:
15             (1) interior design; and
16             (2) graphic design;
17         (L) Lessors of Miniwarehouses and Self-Storage Units;
18         (M) Rental and Leasing, including:
19             (1) consumer goods rental;
20             (2) consumer electronics and appliances rental;
21             (3) formal wear and costume rental;
22             (4) video tape and disc rental;
23             (5) home health equipment rental; and
24             (6) recreational goods rental;
25         Nonscheduled Air Transportation (chartered flights),
26     including:

1             (1) air taxi services;
2             (2) aircraft charter services, passenger;
3             (3) helicopter passenger carriers (except scenic,
4         sightseeing), nonscheduled;
5             (4) passenger air transportation, nonscheduled;
6             (5) air cargo carriers nonscheduled;
7             (6) charter air freight services;
8             (7) helicopter carriers, freight, nonscheduled;
9             (8) transportation by spacecraft, freight; and
10             (9) aviation clubs;
11         (N) Taxi and Limo, including:
12             (1) cab, taxi services;
13             (2) taxicab dispatch services;
14             (3) taxicab fleet operators;
15             (4) taxicab organizations;
16             (5) taxicab owner-operators;
17             (6) automobile rental with driver;
18             (7) hearse rental with driver;
19             (8) limousine services;
20             (9) luxury automobiles for hire with driver; and
21             (10) passenger van rental with driver;
22         (O) Scenic and Sightseeing Transportation, including:
23             (1) airboat (i.e., swamp buggy) operation;
24             (2) boat, fishing charter, operation;
25             (3) charter fishing boat operation;
26             (4) dinner cruises;

1             (5) excursion boat operation;
2             (6) fishing boat charter operation;
3             (7) harbor sightseeing tours;
4             (8) hovercraft sightseeing operation;
5             (9) scenic and sightseeing excursions, water;
6             (10) sightseeing boat operation;
7             (11) swamp buggy operation; and
8             (12) whale watching excursions;
9         (P) Navigational Services to Shipping and Salvage,
10     including:
11             (1) cargo salvaging, marine;
12             (2) docking and undocking marine vessel services;
13             (3) harbor tugboat services;
14             (4) marine salvaging services;
15             (5) marine vessel traffic reporting services;
16             (6) piloting services, water transportation;
17             (7) radio beacon (i.e., ship navigation) services;
18         and
19             (8) tugboat services, harbor operation;
20         (Q) Motor Vehicle Towing, including:
21             (1) emergency road services (i.e., tow service);
22         and
23             (2) motor vehicle towing services;
24         (R) Couriers (air and local), including:
25             (1) air courier services;
26             (2) local letter and parcel delivery services;

1             (3) alcoholic beverage delivery service;
2             (4) bicycle courier;
3             (5) delivery service;
4             (6) grocery delivery services;
5             (7) messenger service; and
6             (8) restaurant meals delivery services;
7         (S) Warehousing (not including farm products),
8     including:
9             (1) public warehousing and storage; and
10             (2) private warehousing and storage; and
11         (T) Motion and Drive-In Picture Theaters, including:
12             (1) cinemas, movie theatres;
13             (2) drive-in movie theatres; and
14             (3) open-air movie theatres; and be it further
 
15     RESOLVED, That a copy of this Resolution be delivered to
16 the Speaker of the House of Representatives, the Minority
17 Leader of the House of Representatives, the President of the
18 Senate, and the Minority Leader of the Senate.
