| HOUSE RESOLUTION

| WHEREAS, The members of the Illinois House of | 3 |
| Representatives are pleased to congratulate Frank Schmitt on | 4 |
| the occasion of his retirement; and
| 5 |
| WHEREAS, Frank Schmitt was born on November 13, 1950; after | 6 |
| graduating from Coal City High School, he received degrees in | 7 |
| Law Enforcement from Joliet Junior College and Western Illinois | 8 |
| University; he then attended the Police Training Institute and | 9 |
| was certified by the Law Enforcement Training Board in | 10 |
| Champaign/Urbana; and
| 11 |
| WHEREAS, Frank Schmitt has served in the Grundy County | 12 |
| Sheriff's Department with pride and distinction since 1973; he | 13 |
| began his career as a Patrol Deputy, where he performed traffic | 14 |
| enforcement, accident investigation, and general patrol | 15 |
| responsibilities; in 1974, he was promoted to an undercover | 16 |
| position with the Metropolitan Area Narcotics Squad, where he | 17 |
| performed undercover investigations in Grundy, Will, Kendall, | 18 |
| and Kankakee areas; in 1976, he was promoted to the position of | 19 |
| Staff Sergeant; where he supervised patrol deputies and the | 20 |
| daily activities of the patrol division; and
| 21 |
| WHEREAS, In 1979, Frank Schmitt was promoted to | 22 |
| Investigations, where he investigated major crimes perpetrated |

| in the jurisdiction of the Sheriff's Department; he was also | 2 |
| active in the formation and assistance of investigations | 3 |
| involving narcotics and narcotic trafficking within the Grundy | 4 |
| County area and served as liaison with the Metropolitan Area | 5 |
| Narcotics Squad and other State and federal agencies; in 1985, | 6 |
| he was promoted to Lieutenant and supervisor of the | 7 |
| investigation division; and
| 8 |
| WHEREAS, In 1989, Frank Schmitt was appointed to be the | 9 |
| Director of the Metropolitan Area Narcotics Squad, where he | 10 |
| directed agents assigned to the unit and oversaw the unit's | 11 |
| day-to-day activities; he was also elected Chairman of the | 12 |
| Illinois Drug Enforcement Meg/Task Force Commanders Officers | 13 |
| Association and became a member of the Illinois Chiefs of | 14 |
| Police Association, the International Narcotic Officers | 15 |
| Association, and the Joliet Crime Laboratory Advisory Board; | 16 |
| and
| 17 |
| WHEREAS, In 1996, Frank Schmitt returned to the Grundy | 18 |
| County Sheriff's Department as the supervisor of the | 19 |
| investigation division, also continuing his liaison duties; in | 20 |
| 2004, he was assigned to the position of Deputy Chief, where he | 21 |
| performed various administration duties and continued as | 22 |
| liaison with the Metropolitan Area Narcotics Squad; he was also | 23 |
| elected chairman of the Threat Analysis & Critical | 24 |
| Infrastructure Sub-Committee of the Grundy County Homeland |

| Security Committee and worked in various positions with the | 2 |
| Grundy County Law Enforcement Managers Association, Represent | 3 |
| the Sheriff, the Grundy County Emergency Services & Disaster | 4 |
| Agency, the Thirteenth Judicial Circuit Family Violence | 5 |
| Preventing Council, the Illinois Law Enforcement Alarm System, | 6 |
| the Illinois Terrorism Task Force, and the Grundy County Safety | 7 |
| Committee; and | 8 |
| WHEREAS, Frank Schmitt serves as a model of hard work, | 9 |
| integrity, and dedication for the people of the State of | 10 |
| Illinois; therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 12 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 13 |
| congratulate Frank Schmitt on the occasion of his retirement | 14 |
| and wish him many happy and healthy retirement years; and be it | 15 |
| further
| 16 |
| RESOLVED, That a suitable copy of this resolution be | 17 |
| presented to Frank Schmitt as a symbol of our esteem and | 18 |
| respect.
