HOUSE RESOLUTION

 
2     WHEREAS, Substance abuse has, for many years, been a
3 significant problem among homeless persons; and
 
4     WHEREAS, Meeting the needs of homeless persons with
5 substance abuse problems presents unique challenges;
6 therefore, be it
 
7     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9 the Department of Human Services' Office of Alcoholism and
10 Substance Abuse shall develop a plan for the treatment of
11 substance abuse among homeless persons; in developing the plan
12 for the treatment of substance abuse among homeless persons,
13 the Office of Alcoholism and Substance Abuse shall assess the
14 need for short term residential services, acute treatment
15 services, transitional support services, outpatient services,
16 day treatment services, long term residential services,
17 supportive housing services, and any other needed services; and
18 be it further
 
19     RESOLVED, That the Office of Alcoholism and Substance Abuse
20 shall obtain any needed information and assistance from the
21 Department of Human Services and other State agencies as may be
22 necessary to develop the plan, and other State agencies shall

1 provide such information and assistance upon the Office's
2 request; and be it further
 
3     RESOLVED, That the Office's plan shall include, but need
4 not be limited to, the following:
5         (1) an estimate of the number of homeless persons in
6     need of substance abuse services, with information on the
7     number of persons in the various geographic areas of this
8     State;
9         (2) an assessment of the services currently in place in
10     the various geographic areas of this State and the adequacy
11     of those services in meeting the substance abuse service
12     needs of homeless persons;
13         (3) an estimate of the additional services needed in
14     the various geographic areas of this State to address the
15     currently unmet substance abuse service needs of homeless
16     persons;
17         (4) a timetable for addressing the currently unmet
18     substance abuse service needs of homeless persons; and
19         (5) such other information as the Office deems
20     appropriate; and be it further
 
21     RESOLVED, That the Secretary of Human Services shall submit
22 the plan to the Governor and the General Assembly no later than
23 6 months after the adoption of this resolution; and be it
24 further

1     RESOLVED, That a suitable copy of this resolution be
2 delivered to the Secretary of Human Services.
