HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Charles M. Hill Sr. for 25 years of service and dedication as a member of the Illinois FAIR Plan Association Governing Committee and the Illinois Mine Subsidence Insurance Fund Board of Directors; and

WHEREAS, Charles Hill earned a Masters of Science degree in Urban Affairs from the University of Wisconsin, Milwaukee, and completed the University of Michigan's Graduate School of Bank Management in 1982; and

WHEREAS, Charles Hill was appointed in 1983 as the first Public Director of both the Illinois FAIR Plan Association Governing Committee and the Illinois Mine Subsidence Insurance Fund Board of Directors; and

WHEREAS, During the entire 25 years Charles Hill consistently and successfully represented the needs of the Illinois consumer as an advocate for adequate and affordable insurance by: leading successful efforts to repopulate the FAIR Plan; establishing programs dedicated to promoting home ownership, insurance training, and fire prevention; assuring the financial solvency of the Mine Subsidence Insurance Fund through careful oversight of investments; promoting increases in limits of liability to enable all homeowners to obtain full time subsidence coverage; and serving as a role model and mentor to numerous insurance professionals in both the FAIR Plan and Mine Subsidence organizations; and

WHEREAS, Charles Hill is past Chairman of the FAIR Plan Association Governing Committee and current Chairman of its Finance and Audit Committee; he is past Chairman of the Illinois Mine Subsidence Insurance Fund Board of Directors and current Chairman of its Finance and Audit Committees; and

WHEREAS, Until February of 2000, Charles Hill was Executive Vice President of the Federal Home Loan Bank of Chicago, served as Chief Operating Officer, and also directed the Bank's Community Investment Group; and he pioneered affordable housing programs in Illinois and Wisconsin; and

WHEREAS, Charles Hill continues to be actively involved in serving and promoting the financial interests of consumers, working on the boards of several organizations, including Guaranty Bank where he serves on both the Audit and Compensation Committees, past Chairman of the Board of the Woodstock Institute, a national advocacy organization, trustee and life member of the National Housing Conference, and he is an Executive Committee member of the National Association of Affordable Housing Lenders; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate and recognize Charles M. Hill Sr. for his hard work and devotion to the Illinois FAIR Plan Association Governing Committee and the Illinois Mine Subsidence Insurance Fund Board of Directors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Charles M. Hill Sr. as a symbol of our respect and gratitude for his public service.
