10 ILCS 5/24C-1

    Amends the Election Code. Provides that direct recording electronic voting systems may be used for voting only by disabled voters. Requires other voters to cast votes on paper ballots.

1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by changing Section
5 24C-1 as follows:
 
6     (10 ILCS 5/24C-1)
7     Sec. 24C-1. Purpose. The purpose of this Article is to
8 authorize the use of Direct Recording Electronic Voting Systems
9 approved by the State Board of Elections for voting by disabled
10 voters only. In a Direct Recording Electronic Voting System,
11 voters cast votes by means of a ballot display provided with
12 mechanical or electro-optical devices that can be activated by
13 the voters to mark their choices for the candidates of their
14 preference and for or against public questions. Such voting
15 devices shall be capable of instantaneously recording such
16 votes, storing such votes, producing a permanent paper record
17 and tabulating such votes at the precinct or at one or more
18 counting stations. This Article authorizes the use, with
19 respect to disabled voters only, of Direct Recording Electronic
20 Voting Systems for in-precinct counting applications and for
21 in-person absentee voting in the office of the election
22 authority and in the offices of local officials authorized by
23 the election authority to conduct such absentee voting. All

1 other absentee ballots must be counted at the office of the
2 election authority.
3     Notwithstanding any provision of this Code to the contrary,
4 voters who are not disabled voters must cast votes on paper
5 ballots.
