SYNOPSIS AS INTRODUCED:

    Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Provides that the statewide emergency alert system for missing and abducted children shall also be used to assist in the recovery of elderly persons who suffer from Alzheimer's disease, dementia, or similar conditions. Amends the Department of Transportation Law to make corresponding changes.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of State Police Law of the Civil
5 Administrative Code of Illinois is amended by changing Section
6 2605-480 as follows:
 
7     (20 ILCS 2605/2605-480)
8     Sec. 2605-480. Statewide kidnapping and missing persons
9 alert and prevention program; Child Safety Coordinator.
10     (a) The Department of State Police shall develop a
11 coordinated program for a statewide emergency alert system to
12 assist in the recovery of missing or abducted children or
13 missing elderly persons who suffer from Alzheimer's disease,
14 dementia, or similar conditions when a child is missing or
15 kidnapped. The system shall include, but is not limited to, the
16 use in coordination with the Illinois Department of
17 Transportation, of electronic message signs on roads and
18 highways in the vicinity of a child abduction, or near the
19 location where the missing elderly person was last seen, to
20 immediately provide critical information to the public.
21     (b) The Department of State Police shall establish an AMBER
22 Plan Task Force to monitor and review the implementation and
23 operation of the system developed under subsection (a),

1 including procedures, budgetary requirements, and response
2 protocols. The Task Force shall also develop additional network
3 resources for use in the system.
4     (c) The Department of State Police, in coordination with
5 the Illinois Emergency Management Agency, shall develop and
6 implement a community outreach program to promote awareness
7 among the State's parents and children of child abduction
8 prevention and response.
9     (d) The Department of State Police, in coordination with
10 the State Board of Education, shall develop child abduction
11 prevention instruction for inclusion in elementary and
12 secondary school curricula throughout the State. The
13 Department and State Board of Education shall encourage the
14 inclusion of the child abduction prevention instruction in
15 private elementary and secondary school curricula throughout
16 the State.
17     (e) The Department shall appoint a Child Safety Coordinator
18 to assist in the establishment of State standards for child
19 safety from kidnap and abduction and to advocate for the
20 achievement of those standards. The Child Safety Coordinator
21 shall have the qualifications and experience that the
22 Department shall require by rule. The Child Safety Coordinator
23 shall receive no compensation but shall be reimbursed for his
24 or her expenses from the Department's operations budget. No
25 funds shall be appropriated solely for the expenses of the
26 Child Safety Coordinator. The Department shall provide

1 technical assistance for the Child Safety Coordinator from its
2 existing resources.

5     Section 10. The Department of Transportation Law of the
6 Civil Administrative Code of Illinois is amended by changing
7 Section 2705-505.5 as follows:
 
8     (20 ILCS 2705/2705-505.5)
9     Sec. 2705-505.5. Child abduction and missing elderly
10 person message signs. The Department of Transportation shall
11 coordinate with the Department of State Police in the use of
12 electronic message signs on roads and highways in the vicinity
13 of a child abduction, or near the location where a missing
14 elderly person was last seen, as provided in Section 2605-480
15 of the Department of State Police Law, to immediately provide
16 critical information to the public.
