SYNOPSIS AS INTRODUCED:

30 ILCS 805/8.31 new

    Amends the Counties Code. Provides that grand and petit jurors shall receive an amount equal to minimum wage for 8 hours of work for each day of necessary attendance at court as jurors (now, jurors receive $4 per day in first class counties, $5 per day in second class counties, and $10 per day in third class counties, or a higher amount as fixed by the county board). Amends the States Mandates Act to require implementation without reimbursement by the State. Effective immediately.

1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Counties Code is amended by changing Section
5 4-11001 as follows:
 
6     (55 ILCS 5/4-11001)  (from Ch. 34, par. 4-11001)
7     Sec. 4-11001. Juror fees. Each county shall pay to grand
8 and petit jurors for their services in attending courts an
9 amount equal to minimum wage for 8 hours of work for each day
10 of necessary attendance at court as jurors. the sum of $4 for
11 each day of necessary attendance at such courts as jurors in
12 counties of the first class, the sum of $5 for each day in
13 counties of the second class, and the sum of $10 for each day
14 in counties of the third class, or such higher amount as may be
15 fixed by the county board.
16     In addition, jurors shall receive such travel expense as
17 may be determined by the county board, provided that jurors in
18 counties of the first class and second class shall receive at
19 least 10 cents per mile for their travel expense. Mileage shall
20 be allowed for travel during a juror's term as well as for
21 travel at the opening and closing of his term.
22     If a judge so orders, a juror shall also receive
23 reimbursement for the actual cost of day care incurred by the

1 juror during his or her service on a jury.
2     The juror fees for service, transportation, and day care
3 shall be paid out of the county treasury.
4     The clerk of the court shall furnish to each juror without
5 fee whenever he is discharged a certificate of the number of
6 days' attendance at court, and upon presentation thereof to the
7 county treasurer, he shall pay to the juror the sum provided
8 for his service.

10     Section 90. The State Mandates Act is amended by adding
11 Section 8.31 as follows:
 
12     (30 ILCS 805/8.31 new)
13     Sec. 8.31. Exempt mandate. Notwithstanding Sections 6 and 8
14 of this Act, no reimbursement by the State is required for the
15 implementation of any mandate created by this amendatory Act of
16 the 95th General Assembly.
 
17     Section 99. Effective date. This Act takes effect upon
18 becoming law.
