AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Department of Transportation Law of the Civil Administrative Code of Illinois is amended by adding Section 2705-312 as follows:

(20 ILCS 2705/2705-312 new)

Sec. 2705-312. Matching-funds financial assistance program. If the federal government offers to provide any grant or other financial assistance to the State or to units of local government in the State on a matching-funds basis for transportation projects, then, if the State does not appropriate the matching funds necessary to receive the financial assistance, the Department must establish and maintain a program to enable units of local government or other interested public or private parties to pay the cost of the matching funds necessary to receive the financial assistance with respect to any specific transportation project.

Section 99. Effective date. This Act takes effect July 1, 2007.
