1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Forensic Psychiatry Fellowship Training Act.
 
6     Section 5. Creation of program. The University of Illinois
7 at Chicago and Southern Illinois University shall expand their
8 focuses on enrolling, training, and graduating forensic mental
9 health professionals by each creating a forensic psychiatry
10 fellowship training program at their Colleges of Medicine.
 
11     Section 10. Powers and duties under program. Under the
12 forensic psychiatry fellowship training program created under
13 Section 5 of this Act, the University of Illinois at Chicago
14 and Southern Illinois University shall each have all of the
15 following powers and duties:
16         (1) The university's undergraduate and graduate
17     programs may increase their service and training
18     commitments in order to provide mental health care to
19     chronically mentally ill populations in this State.
20         (2) The university shall coordinate service,
21     education, and research in mental health and may work with
22     communities, State agencies, other colleges and

1     universities, private foundations, health care providers,
2     and other interested organizations on innovative
3     strategies to respond to the challenges of providing
4     greater physician presence in the field of forensic
5     psychiatry. However, the majority of the clinical
6     rotations of the fellows must be served in publicly
7     supported programs in this State.
8         (3) The university may establish such clinical and
9     educational centers and may cooperate with other
10     universities and associations as may be necessary to carry
11     out the intent of this Act according to the following
12     priorities:
13             (A) a preference for programs that are designed to
14         enroll, educate, and facilitate the graduation of
15         mental health professionals trained in forensic
16         psychiatry and other forensic mental health
17         sub-specialities; and
18             (B) a preference for public sector programs that
19         involve networking with other agencies, organizations,
20         and institutions that have similar objectives.
 
21     Section 15. Program curriculum. The curriculum for the
22 forensic psychiatry fellowship training program created under
23 Section 5 of this Act shall be developed in accordance with
24 criteria established by the Residency Review Committee of the
25 Accreditation Council for Graduate Medical Education (ACGME).

1     Section 20. Funding. The implementation of this Act is
2 subject to appropriation. In a given fiscal year, 75% of the
3 total amount appropriated for the purposes of this Act must be
4 designated for the University of Illinois at Chicago and 25% of
5 the total amount appropriated for the purposes of this Act must
6 be designated for Southern Illinois University. From the
7 appropriation for the purposes of this Act, the University of
8 Illinois at Chicago and Southern Illinois University shall
9 negotiate, with agencies providing supervision for forensic
10 psychiatric fellows, the reimbursement of the marginal costs
11 associated with that supervision, unless the University of
12 Illinois at Chicago or Southern Illinois University is
13 providing the supervision. Agencies providing supervision to
14 more than one forensic psychiatric fellow may aggregate these
15 marginal costs.
 
16     Section 99. Effective date. This Act takes effect upon
17 becoming law.
