SYNOPSIS AS INTRODUCED:

ILCON Art. III, Sec. 1

Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Provides that every United States citizen who has attained the age of 17 (rather than the age of 18 or any other voting age required by the United States for voting in State elections) and who has been a permanent resident of this State for at least 30 days next preceding any election shall have the right to vote at such election. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

HOUSE JOINT RESOLUTION

CONSTITUTIONAL AMENDMENT

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend Section 1 of Article III of the Illinois Constitution as follows:

ARTICLE III

SUFFRAGE AND ELECTIONS

(ILCON Art. III, Sec. 1)

SECTION 1. VOTING QUALIFICATIONS

Every United States citizen who has attained the age of 17 18 or any other voting age required by the United States for voting in State elections and who has been a permanent resident of this State for at least 30 days next preceding any election shall have the right to vote at such election. The General Assembly by law may establish registration requirements and require permanent residence in an election district not to exceed thirty days prior to an election. The General Assembly by law may establish shorter residence requirements for voting for President and Vice-President of the United States.

SCHEDULE

This Constitutional Amendment takes effect upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
