SYNOPSIS AS INTRODUCED:
 
ILCON Art. III, Sec. 1

    Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Provides that every United States citizen who has attained the age of 17 (rather than the age of 18 or any other voting age required by the United States for voting in State elections) and who has been a permanent resident of this State for at least 30 days next preceding any election shall have the right to vote at such election. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Section 1 of Article III
9of the Illinois Constitution as follows:

SUFFRAGE AND ELECTIONS

12    (ILCON Art. III, Sec. 1)
13SECTION 1. VOTING QUALIFICATIONS
14    Every United States citizen who has attained the age of 17
1518 or any other voting age required by the United States for
16voting in State elections and who has been a permanent resident
17of this State for at least 30 days next preceding any election
18shall have the right to vote at such election. The General
19Assembly by law may establish registration requirements and
20require permanent residence in an election district not to
21exceed thirty days prior to an election. The General Assembly
22by law may establish shorter residence requirements for voting
23for President and Vice-President of the United States.

SCHEDULE
4    This Constitutional Amendment takes effect upon being
5declared adopted in accordance with Section 7 of the Illinois
6Constitutional Amendment Act.
