SENATE RESOLUTION

 
2     WHEREAS, The members of the Senate of the State of Illinois
3 learned with regret of the death of Jay W. Stream, the founder
4 of the Village of Carol Stream, on Sunday, January 22, 2006;
5 and
 
6     WHEREAS, He was born in Churdan, Iowa, on April 17, 1921,
7 to Adrian and Theo Stream; later, the family moved to Wheaton,
8 where they had a dairy herd and about 65 horses; after high
9 school, Mr. Stream went to the University of Southern
10 California on a football scholarship, but left school to enlist
11 in the United States Army Air Corps at the outbreak of World
12 War II; he was a bomber pilot, but for much of the war, he
13 ferried USO performers to military bases around the world; and
 
14     WHEREAS, Following World War II, Mr. Stream worked briefly
15 for John Hancock Insurance in Boston, Massachusetts, but missed
16 his midwest origins, and soon returned to Chicago; he was
17 working out of John Hancock's Chicago office and quickly rose
18 to leadership in the field of annuity programming; and
 
19     WHEREAS, In 1947, looking for something a bit more
20 tangible, he was instrumental in opening the city's first
21 ready-mix concrete plant and served as president of Royal
22 Ready-Mix Concrete Co.; he bought a gravel pit in Wisconsin and
23 was soon shipping 60 freight cars a day full of sand and gravel
24 to Chicago; from 1949 to 1964, he pioneered and led the Durable
25 Construction Co. to a position as one of Illinois' largest
26 residential and commercial building firms; during this period
27 he served as president of Midwest Land Corp., Wheaton Sewer and
28 Water Co., and Hydro-Structure Corp.; and
 
29     WHEREAS, It was in 1958 that Jay Stream had a vision that
30 now, 48 years later, represents visible proof of his clarity of
31 vision; after selecting an area of virgin farmland in Illinois,

1 he carefully pulled together a planned community of residential
2 atmosphere that would be supported by well-selected
3 manufacturing companies; and
 
4     WHEREAS, The Village of Carol Stream was named in honor of
5 Mr. Stream's daughter; under his direction, the industrial area
6 grew to include many of the nation's industrial leaders, such
7 as Fiat, Morton Salt, Container Corporation of America, Allis
8 Chalmers, Meyer Cord Decalcomania Company, Easterling
9 Silverware, and many more; today, Carol Stream has more than
10 40,000 residents; and
 
11     WHEREAS, In 1962, he founded the Hawthorne Bank of Wheaton
12 and served as its bank president and chairman of the board; in
13 1967, Mr. Stream retired from the bank to pursue a new post as
14 president of the International Arabian Horse Association; his
15 enthusiastic dedication to the Arabian horse resulted not only
16 in his founding Greengate Farms, one of the largest and most
17 successful Arabian Horse breeding farms in the world, but also
18 his participation in the creation of the World Arabian Horse
19 Organization; serving as chairman of the Steering Committee, he
20 helped found and wrote the constitution for the World Arabian
21 Horse Association, an organization representing more than 50
22 countries; he was elected first president of the organization
23 and served in that capacity for 30 years, a position that
24 placed him in close contact with many governments, including
25 Russia and several nations of the Eastern bloc; he dealt
26 extensively with countries of the Mid-East (including Jordan,
27 Egypt, Morocco, Tunisia, Oman, Bahrain, and Kuwait; therefore,
28 be it
 
29     RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL
30 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
31 Jay Stream, a man who was truly a visionary, and we extend our
32 sincere condolences to his family, friends, and all who knew
33 and loved him; and be it further

1     RESOLVED, That a suitable copy of this resolution be
2 presented to his family and to the Village of Carol Stream as
3 an expression of our deepest sympathy.
