SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.640 new
625 ILCS 5/3-663 new

    Amends the Illinois Vehicle Code and the State Finance Act. Authorizes special license plates designated as Boy Scout plates. Provides for increased fees for these plates to be paid as grants to the Boy Scouts of America subject to appropriation by the General Assembly and approval by the Secretary of State. Creates the Boy Scout Fund as a special fund in the State treasury.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.640 as follows:
 
6     (30 ILCS 105/5.640 new)
7     Sec. 5.640. The Boy Scout Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-663 as follows:
 
10     (625 ILCS 5/3-663 new)
11     Sec. 3-663. Boy Scout license plates.
12     (a) The Secretary, upon receipt of an application made in
13 the form prescribed by the Secretary, may issue special
14 registration plates designated to be Boy Scout plates. The
15 special plates issued under this Section shall be affixed only
16 to passenger vehicles of the first division or motor vehicles
17 of the second division weighing not more than 8,000 pounds.
18 Plates issued under this Section shall expire according to the
19 multi-year procedure established by Section 3-414.1 of this
20 Code.
21     (b) The design and color of the plates shall be wholly
22 within the discretion of the Secretary. Appropriate
23 documentation, as determined by the Secretary, shall accompany
24 the application.
25     (c) An applicant shall be charged a $40 fee for original
26 issuance in addition to the appropriate registration fee, if
27 applicable. Of this fee, $25 shall be deposited into the Boy
28 Scout Fund created by this Section and $15 shall be deposited
29 into the Secretary of State Special License Plate Fund to be
30 used by the Secretary to help defray the administrative

1 processing costs. For each registration renewal period a $27
2 fee, in addition to the appropriate registration fee, shall be
3 charged. Of this fee, $25 shall be deposited into the Boy Scout
4 Fund and $2 shall be deposited into the Secretary of State
5 Special License Plate Fund.
6     (d) The Boy Scout Fund is created as a special fund in the
7 State treasury. All money in the Boy Scout Fund shall be paid,
8 subject to appropriation by the General Assembly and approval
9 by the Secretary, as grants to the Boys Scouts of America.
