HOUSE RESOLUTION

 
2     WHEREAS, In economic development terms, "industry
3 clusters" are geographic concentrations of competing,
4 complementary, or interdependent firms and industries that do
5 business with each other or have common needs for talent,
6 technology, and infrastructure; and
 
7     WHEREAS, Businesses in a cluster may be either competitive
8 or cooperative; and
 
9     WHEREAS, Industry clusters are important for economic
10 development because both state and local governments can tailor
11 programs and services to address the common needs of the
12 members of the cluster; and
 
13     WHEREAS, This tailoring of programs and services for
14 members of an industry cluster allows state and local
15 governments to administer economic development more
16 cost-efficiently and more effectively; and
 
17     WHEREAS, Industry clusters, and the businesses that make up
18 clusters, are immensely important to the development of strong
19 and resilient local and regional economies because, as a group,
20 clusters are able to compete more efficiently and effectively
21 against competitors who do not have the advantage of being a
22 member of their own industry cluster; and
 
23     WHEREAS, Industry clusters have no benefit to the
24 businesses that make up the cluster, to local and regional
25 economies, and to job development if they are not identified
26 and if their existence is not realized; therefore, be it
 
27     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
28 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
29 we request the Department of Commerce and Economic Opportunity

1 (DCEO) to prepare and present a report to the House detailing:
2 the industry clusters in Illinois that currently exist and that
3 have been identified; the location and the members of
4 identified clusters in Illinois; current or future initiatives
5 of DCEO to identify industry clusters that have not yet been
6 identified; and how DCEO tailors any of its programs and
7 services to the various industry clusters in Illinois that
8 currently exist and have been identified; and be it further
 
9     RESOLVED, That the report presented to the House of
10 Representatives shall first be presented to the House
11 International Trade and Commerce Committee and approved by that
12 Committee before being presented to the entire House; and be it
13 further
 
14     RESOLVED, That a copy of the report be presented by DCEO to
15 the House International Trade and Commerce Committee by the
16 first week of the Fall 2005 Veto Session.
