HOUSE RESOLUTION

 
2     WHEREAS, The Honorable Robert W. "Bob" Churchill has served
3 for 20 years as a member of the Illinois General Assembly; and
 
4     WHEREAS, During this period, Bob Churchill has been a
5 tireless advocate for the people of Lake County; and
 
6     WHEREAS, During this period, the population of Lake County
7 has increased from 440,372 (1980 census) to 644,356 (2000
8 census), an increase of more than 40%, and has continued to
9 increase since the 2000 census; and
 
10     WHEREAS, This population growth has placed an
11 unprecedented demand upon the infrastructure of the county; Bob
12 Churchill has made this issue his own during his legislative
13 career of more than two decades; and
 
14     WHEREAS, When Bob Churchill was elected to the Illinois
15 House in 1982, he asked for and received an assignment to the
16 House Committee on Transportation and Motor Vehicles, and he
17 has worked ever since to improve the roads of Lake County; and
 
18     WHEREAS, Bob Churchill is primarily responsible for most of
19 the development at the College of Lake County, most notably the
20 University Center, as well as the construction of the marina at
21 Illinois Beach State Park in Zion; and
 
22     WHEREAS, Bob Churchill was a delegate to the 1980, 1992,
23 and 1996 Republican National Nominating Convention and an
24 alternate delegate in 1984; he served as the Chairman of the
25 Lake County Republican Central Committee from 1990 to 1994;
26 from 1981 to 1983 he served as a Lake Villa Township Trustee;
27 and
 
28     WHEREAS, While a member of the Illinois General Assembly,

1 Representative Churchill served as the House Majority Leader
2 during the 89th General Assembly, also serving as the Chairman
3 of the House Rules Committee; and
 
4     WHEREAS, Representative Churchill served on the
5 Legislative Redistricting Commission in 1991, spending
6 countless hours working and traveling the State to ensure that
7 the citizens of the State of Illinois were provided the
8 opportunity to elect a person who could represent their area,
9 diverse backgrounds, and interests in the Illinois General
10 Assembly; and
 
11     WHEREAS, Significant pieces of legislation passed by Bob
12 Churchill include the approval of the construction of the new
13 Comiskey Park, legislation that reformed Chicago schools, and
14 legislation that reformed the Regional Transit Authority
15 (RTA); and
 
16     WHEREAS, Representative Churchill has tirelessly served
17 Lake County by working with various community organizations,
18 including Victory Health Services, the Zion-Benton Moose, the
19 Exchange Club of Antioch, the Lake Villa Lions, the Lake County
20 Community Action Project, the Edward Bradley Counseling
21 Center, and the Lake County Easter Seals program;
22 Representative Churchill is a member of the Lake County,
23 Illinois State, and American Bar Associations, and he was a
24 director of First of America Bank from 1976 to 1994; and
 
25     WHEREAS, Representative Churchill has distinguished
26 himself as the leader of the C.I.A., Churchill Intern
27 Association, allowing many young people from Lake County the
28 opportunity to begin their government and lobbying careers in
29 this esteemed body; and
 
30     WHEREAS, Representative Churchill was nominated by the
31 Illinois Republican Party to serve as Illinois Secretary of

1 State and campaigned Statewide for the position, adding to his
2 many friends and acquaintances throughout the State of
3 Illinois; therefore, be it
 
4     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6 we honor Representative Robert W. Churchill for his work for
7 the citizens of Lake County and the State of Illinois; and be
8 it further
 
9     RESOLVED, That a suitable copy of this resolution be
10 presented to Representative Churchill, along with our sincere
11 regards.
