HOUSE RESOLUTION

 
2     WHEREAS, Each year, 1,500 children die and 140,000 children
3 are injured because of child abuse, more than 2 million cases
4 of child abuse and neglect are reported in the United States,
5 and an estimated 150,000 to 200,000 new cases of sexual abuse
6 occur; and
 
7     WHEREAS, There are several types of child abuse, including
8 domestic abuse in the home, Shaken Baby Syndrome, neglect,
9 physical abuse, emotional abuse, and child abandonment; and
 
10     WHEREAS, Children who suffer abuse develop a range of
11 maladaptive, anti-social, and self-destructive behaviors and
12 thoughts in trying to cope with the abuse; children who are
13 victims of sexual abuse experience depression, anxiety, guilt,
14 fear, sexual dysfunction, dissociative symptoms, eating
15 disorders, substance abuse, prostitution, regressive behaviors
16 such as a return to thumb-sucking or bed-wetting, runaway
17 behavior, and academic and behavior problems; and
 
18     WHEREAS, The costs of child abuse to society are great and
19 include human suffering; medical care for injuries; medical
20 care for the long term effects on survivors; mental health care
21 for survivors; substance abuse treatment for survivors; mental
22 health treatment for abusers; criminal justice system costs for
23 police intervention, arrests, prosecution, and incarceration;
24 legal system costs for lawyers, judges, and courtrooms; costs
25 to our educational system for special education services and
26 counseling services; and social service costs for shelters,
27 foster care, emergency housing, and case workers; and
 
28     WHEREAS, There are many things that the public can do to
29 prevent child abuse, including being educated regarding the
30 signs of child abuse, what constitutes child abuse, and why it
31 is wrong, and the best way to prevent child abuse; therefore,

2     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4 to recognize the value of children in our society and to
5 encourage education and prevention of domestic violence and
6 abuse, we declare Sunday, June 11, 2006, to be "Children's Day"
7 in the State of Illinois.
