HOUSE JOINT RESOLUTION

WHEREAS, It is important that a school district conduct all of the required checks into the background of any individual seeking employment with the school district; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that we urge the State Board of Education to create a Records Check Clearinghouse Task Force; and be it further

RESOLVED, That the purpose of the Records Check Clearinghouse Task Force shall be to study various ways to facilitate the process that a school district must complete in conducting the required checks into the backgrounds of individuals for the purpose of employment with the school district under Sections 10-21.9 and 34-18.5 of the School Code; and be it further

RESOLVED, That the Records Check Clearinghouse Task Force shall consist of the following members: 2 members appointed by the Speaker of the House of Representatives; 2 members appointed by the Minority Leader of the House of Representatives; 2 members appointed by the President of the Senate; 2 members appointed by the Minority Leader of the Senate; the Director of State Police or his or her designee; 2 representatives of the Department of Children and Family Services appointed by the Director of Children and Family Services; a representative of a statewide organization representing school boards; 2 members, each representing a different statewide professional teachers' organization; a representative of a statewide organization representing regional superintendents of schools; a representative of a statewide organization representing sheriffs; and a representative of a statewide organization representing chiefs of police; and be it further

RESOLVED, That the Records Check Clearinghouse Task Force shall meet at the call of the Speaker of the House of Representatives and the President of the Senate; and be it further

RESOLVED, That the Records Check Clearinghouse Task Force shall file a report of its findings and recommendations with the Secretary of the House and the Clerk of the Senate on or before May 1, 2006, and, upon filing its report, the Task Force is dissolved; and be it further

RESOLVED, That a suitable copy of this resolution be delivered to the State Board of Education, the Director of State Police, and the Director of Children and Family Services.
