HOUSE JOINT RESOLUTION

 
2     WHEREAS, It is important that a school district conduct all
3 of the required checks into the background of any individual
4 seeking employment with the school district; therefore, be it
 
5     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
7 SENATE CONCURRING HEREIN, that we urge the State Board of
8 Education to create a Records Check Clearinghouse Task Force;
9 and be it further
 
10     RESOLVED, That the purpose of the Records Check
11 Clearinghouse Task Force shall be to study various ways to
12 facilitate the process that a school district must complete in
13 conducting the required checks into the backgrounds of
14 individuals for the purpose of employment with the school
15 district under Sections 10-21.9 and 34-18.5 of the School Code;
16 and be it further
 
17     RESOLVED, That the Records Check Clearinghouse Task Force
18 shall consist of the following members: 2 members appointed by
19 the Speaker of the House of Representatives; 2 members
20 appointed by the Minority Leader of the House of
21 Representatives; 2 members appointed by the President of the
22 Senate; 2 members appointed by the Minority Leader of the
23 Senate; the Director of State Police or his or her designee; 2
24 representatives of the Department of Children and Family
25 Services appointed by the Director of Children and Family
26 Services; a representative of a statewide organization
27 representing school boards; 2 members, each representing a
28 different statewide professional teachers' organization; a
29 representative of a statewide organization representing
30 regional superintendents of schools; a representative of a
31 statewide organization representing sheriffs; and a
32 representative of a statewide organization representing chiefs

1 of police; and be it further
 
2     RESOLVED, That the Records Check Clearinghouse Task Force
3 shall meet at the call of the Speaker of the House of
4 Representatives and the President of the Senate; and be it
5 further
 
6     RESOLVED, That the Records Check Clearinghouse Task Force
7 shall file a report of its findings and recommendations with
8 the Secretary of the House and the Clerk of the Senate on or
9 before May 1, 2006, and, upon filing its report, the Task Force
10 is dissolved; and be it further
 
11     RESOLVED, That a suitable copy of this resolution be
12 delivered to the State Board of Education, the Director of
13 State Police, and the Director of Children and Family Services.
