1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 2-3.106 as follows:
 
6     (105 ILCS 5/2-3.106)  (from Ch. 122, par. 2-3.106)
7     Sec. 2-3.106. State Urban Education Partnership Grants.
8 From State moneys appropriated specifically for purposes of
9 this Section, the the State Board of Education shall award
10 State Urban Education Partnership Grants to qualifying
11 attendance centers within school districts that meet the
12 criteria specified in subparagraph (A) or subparagraph (B)
13 below:
14         (A) The number of students enrolled in the public
15     schools of the district is 1,500 or more, and not less than
16     10% of those students are low income students as determined
17     with reference to the annual Public Schools Fall
18     Enrollment-Housing Report that the school district is
19     required to file with the State Board of Education; or
20         (B) The school district receives not less than $100,000
21     in a fiscal year from funds allocated and distributed under
22     Chapter 1 of Title I of the federal Elementary and
23     Secondary Education Act of 1965, and not less than 10% of
24     the students enrolled in the public schools of the school
25     district are "minority students", defined for purposes of
26     this Section to mean a pupil who is Black (having origins
27     in any of the black racial groups in Africa), Hispanic (of
28     Spanish or Portuguese culture with origins in Mexico, South
29     or Central America, or the Caribbean Islands, regardless of
30     race), Asian American (having origins in any of the
31     original peoples of the Far East, Southeast Asia, the
32     Indian Subcontinent, or the Pacific Islands), or American

1     Indian or Alaskan Native (having origins in any of the
2     original peoples of North America).
3     State Urban Education Partnership Grants awarded under
4 this Section shall be used for the planning, development,
5 operation or expansion of programs, projects and activities
6 that are designed to carry out programs that improve student
7 achievement or the quality of education for students and that
8 are comparable or similar in nature to targeted assistance
9 programs for which discretionary federal grant funds are
10 allocated under Chapter 2 of Title I of the federal Elementary
11 and Secondary Education Act of 1965; provided, that in
12 evaluating applications and awarding State Urban Education
13 Partnership Grants under this Section, priority consideration
14 and preference shall be given to grant applications that
15 propose to carry out effective school programs that are
16 developed and designed to increase the academic achievement
17 levels of students in large and small urban communities through
18 collaborative efforts or partnerships between the attendance
19 center applying for the grant and at least one parent or
20 community group, social service agency, public sector business
21 entity or institution of higher education. Indicators of such
22 effective school programs shall include but not be limited to
23 components designed to improve student attendance at school and
24 in class, increase student homework output and quality,
25 increase student time on the task of acquiring basic and higher
26 order skills, improve teacher-given classroom grades, improve
27 State and national standardized test scores and assessment
28 results, improve community involvement in the development and
29 implementation of effective school programs, and improve
30 parent involvement to foster a positive home environment,
31 meaningful parent-child communication in matters of
32 educational performance and progress, and increased parent
33 participation in home learning activities, school volunteer
34 activities and school governance.
35     The State Board of Education shall adopt rules and
36 regulations governing the procedure and requirements

1 applicable to grant applications submitted under this Section.
2 The period during which grants may be awarded to an attendance
3 center under this Section shall not exceed 3 consecutive school
4 years; provided that before approving continuation of a grant
5 for a new school year, the State Board of Education shall
6 review and evaluate a report which the attendance center shall
7 file with respect to its use of grant funds in carrying out
8 grant programs during the preceding school year.
9     Grants shall be awarded to attendance centers under this
10 Section on a competitive basis, and the State Board of
11 Education shall establish standards, consistent with the
12 provisions of this Section, by which to evaluate grant
13 applications and programs submitted and proposed hereunder.
14     It is the purpose and intent of this Section to establish a
15 State grant program that parallels and supplements, but that
16 operates independently of federal grant programs that allocate
17 funds for targeted assistance under Chapter 2 of Title I of the
18 federal Elementary and Secondary Education Act of 1965.
