SYNOPSIS AS INTRODUCED:
 
25 ILCS 105/1   from Ch. 63, par. 801

    Amends the Legislative Materials Act. Until December 31, 2006, authorizes the Clerk of the House of Representatives to sell House chamber member chairs to House members at original cost. Effective immediately.

1     AN ACT concerning the General Assembly.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Legislative Materials Act is amended by
5 changing Section 1 as follows:
 
6     (25 ILCS 105/1)  (from Ch. 63, par. 801)
7     Sec. 1. Fees.
8     (a) The Clerk of the House of Representatives may establish
9 a schedule of reasonable fees to be charged for providing
10 copies of daily and bound journals, committee documents,
11 committee tape recordings, transcripts of committee
12 proceedings, and committee notices, for providing copies of
13 bills on a continuing or individual basis, and for providing
14 tape recordings and transcripts of floor debates and other
15 proceedings of the House.
16     (b) The Secretary of the Senate may establish a schedule of
17 reasonable fees to be charged for providing copies of daily and
18 bound journals, committee notices, for providing copies of
19 bills on a continuing or individual basis, and for providing
20 tape recordings and transcripts of floor debates and other
21 proceedings of the Senate.
22     (c) The Clerk of the House of Representatives and the
23 Secretary of the Senate may establish a schedule of reasonable
24 fees to be charged for providing live audio of floor debates
25 and other proceedings of the House of Representatives and the
26 Senate. The Clerk and the Secretary shall have complete
27 discretion over the distribution of live audio under this
28 subsection (c), including discretion over the conditions under
29 which live audio shall be distributed, except that live audio
30 shall be distributed to the General Assembly and its staffs.
31 Nothing in this subsection (c) shall be construed to create an
32 obligation on the part of the Clerk or Secretary to provide

1 live audio to any person or entity other than to the General
2 Assembly and its staffs.
3     (c-5) The Clerk of the House of Representatives, to the
4 extent authorized by the House Rules, may establish a schedule
5 of reasonable fees to be charged to members for the
6 preparation, filing, and reproduction of non-substantive
7 resolutions.
8     (c-10) Through December 31, 2006 2002, the Clerk of the
9 House of Representatives may sell to a member of the House of
10 Representatives one or more of the chairs that comprise member
11 seating in the House chamber. The Clerk must charge the
12 original cost of the chairs.
13     (c-15) Through December 31, 2002, the Secretary of the
14 Senate may sell to a member of the Senate one or more of the
15 chairs that comprise member seating in the Senate chamber. The
16 Secretary must charge the original cost of the chairs.
17     (d) Receipts from all fees and charges established under
18 this Section shall be deposited by the Clerk and the Secretary
19 into the General Assembly Operations Revolving Fund, a special
20 fund in the State treasury. Amounts in the Fund may be
21 appropriated for the operations of the offices of the Clerk of
22 the House of Representatives and the Secretary of the Senate,
23 including the replacement of items sold under subsections
24 (c-10) and (c-15).

26     Section 99. Effective date. This Act takes effect upon
27 becoming law.
