SYNOPSIS AS INTRODUCED:

    Amends the Illinois Vehicle Code. Deletes a provision requiring registration plates issued for a motor vehicle other than a motorcycle, trailer, semitrailer, truck-tractor, apportioned bus, or apportioned truck to be attached to both the front and rear of the vehicle. Provides that one registration plate shall be issued for and attached to the rear of all vehicles required to be registered except for truck-tractors and apportioned trucks, which are required to display one plate at the front of the vehicle.

1     AN ACT in relation to transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Sections 1-171, 3-412, and 3-413 as follows:
 
6     (625 ILCS 5/1-171)  (from Ch. 95 1/2, par. 1-171)
7     Sec. 1-171. Registration - Registration Sticker.
8 Registration. The registration certificate or certificates,
9 registration plates and registration stickers issued under the
10 laws of this State pertaining to the registration of vehicles.
11     Registration Sticker or Stickers. A device or devices to be
12 attached to a rear registration plate that will renew the
13 registration and registration plate or plates for a
14 pre-determined period not to exceed one registration year
15 except as provided in subsection (1) of Section 3-414 of this
16 Code.
17     On and after the effective date of this amendatory Act of
18 the 94th General Assembly, any reference to "registration
19 plates", "license plates", or "plates" in the plural number in
20 any law or rule shall be deemed to be a reference to the single
21 registration plate required to be furnished and displayed in
22 accordance with this amendatory Act of the 94th General
23 Assembly. Should the Secretary of State determine it is
24 advisable to require a registration sticker to be attached to a
25 front registration plate, he may require such action and
26 provide the necessary additional sticker. Such determination
27 shall be publicly announced at least 30 days in advance of a
28 new annual registration year.

31     Sec. 3-412. Registration plates and registration stickers

1 to be furnished by the Secretary of State.
2     (a) The Secretary of State upon registering a vehicle
3 subject to annual registration for the first time shall issue
4 or shall cause to be issued to the owner one registration plate
5 for a motorcycle, trailer, semitrailer, motorized pedalcycle
6 or truck-tractor, 2 registration plates for other motor
7 vehicles and, where applicable, current registration stickers
8 for motor vehicles of the first division. The provisions of
9 this Section may be made applicable to such vehicles of the
10 second division, as the Secretary of State may, from time to
11 time, in his discretion designate. On subsequent annual
12 registrations during the term of the registration plate as
13 provided in Section 3-414.1, the Secretary shall issue or cause
14 to be issued registration stickers as evidence of current
15 registration. However, the issuance of annual registration
16 stickers to vehicles registered under the provisions of
17 Sections 3-402.1 and 3-405.3 of this Code may not be required
18 if the Secretary deems the issuance unnecessary.
19     (b) Every registration plate shall have displayed upon it
20 the registration number assigned to the vehicle for which it is
21 issued, the name of this State, which may be abbreviated, the
22 year number for which it was issued, which may be abbreviated,
23 the phrase "Land of Lincoln" (except as otherwise provided in
24 this Code Chapter 3), and such other letters or numbers as the
25 Secretary may prescribe. However, for apportionment plates
26 issued to vehicles registered under Section 3-402.1 and fleet
27 plates issued to vehicles registered under Section 3-405.3, the
28 phrase "Land of Lincoln" may be omitted to allow for the word
29 "apportioned", the word "fleet", or other similar language to
30 be displayed. Registration plates issued to a vehicle
31 registered as a fleet vehicle may display a designation
32 determined by the Secretary.
33     The Secretary may in his discretion prescribe that letters
34 be used as prefixes only on registration plates issued to
35 vehicles of the first division which are registered under this
36 Code and only as suffixes on registration plates issued to

1 other vehicles. Every registration sticker issued as evidence
2 of current registration shall designate the year number for
3 which it is issued and such other letters or numbers as the
4 Secretary may prescribe and shall be of a contrasting color
5 with the registration plates and registration stickers of the
6 previous year.
7     (c) Each registration plate and the required letters and
8 numerals thereon, except the year number for which issued,
9 shall be of sufficient size to be plainly readable from a
10 distance of 100 feet during daylight, and shall be coated with
11 reflectorizing material. The dimensions of the plate issued to
12 vehicles of the first division shall be 6 by 12 inches.
13     (d) The Secretary of State shall issue for every passenger
14 motor vehicle rented without a driver the same type of
15 registration plates as the type of plates issued for a private
16 passenger vehicle.
17     (e) The Secretary of State shall issue for every passenger
18 car used as a taxicab or livery, distinctive registration
19 plates.
20     (f) The Secretary of State shall issue for every motorcycle
21 distinctive registration plates distinguishing between
22 motorcycles having 150 or more cubic centimeters piston
23 displacement, or having less than 150 cubic centimeter piston
24 displacement.
25     (g) Registration plates issued to vehicles for-hire may
26 display a designation as determined by the Secretary that such
27 vehicles are for-hire.
28     (h) The Secretary of State shall issue for each electric
29 vehicle distinctive registration plates which shall
30 distinguish between electric vehicles having a maximum
31 operating speed of 45 miles per hour or more and those having a
32 maximum operating speed of less than 45 miles per hour.
33     (i) The Secretary of State shall issue for every public and
34 private ambulance registration plates identifying the vehicle
35 as an ambulance. The Secretary shall forward to the Department
36 of Public Aid registration information for the purpose of

1 verification of claims filed with the Department by ambulance
2 owners for payment for services to public assistance
3 recipients.
4     (j) The Secretary of State shall issue for every public and
5 private medical carrier or rescue vehicle livery registration
6 plates displaying numbers within ranges of numbers reserved
7 respectively for medical carriers and rescue vehicles. The
8 Secretary shall forward to the Department of Public Aid
9 registration information for the purpose of verification of
10 claims filed with the Department by owners of medical carriers
11 or rescue vehicles for payment for services to public
12 assistance recipients.

16     Sec. 3-413. Display of registration plates, registration
17 stickers and drive-away permits.
18     (a) The registration plate Registration plates issued for a
19 motor vehicle other than a motorcycle, trailer, semitrailer,
20 truck-tractor, apportioned bus, or apportioned truck, shall be
21 attached thereto, one in the front and one in the rear. The the
22 registration plate issued for a motorcycle, trailer or
23 semitrailer required to be registered hereunder, and any
24 apportionment plate issued to a bus under the provisions of
25 this Code shall be attached to the rear thereof. The
26 registration plate issued for a truck-tractor or an apportioned
27 truck required to be registered hereunder shall be attached to
28 the front thereof.
29     (b) Every registration plate shall at all times be securely
30 fastened in a horizontal position to the vehicle for which it
31 is issued so as to prevent the plate from swinging and at a
32 height of not less than 5 inches from the ground, measuring
33 from the bottom of such plate, in a place and position to be
34 clearly visible and shall be maintained in a condition to be
35 clearly legible, free from any materials that would obstruct

1 the visibility of the plate, including, but not limited to,
2 glass covers and tinted plastic covers. Clear plastic covers
3 are permissible as long as they remain clear and do not
4 obstruct the visibility of the plates. Registration stickers
5 issued as evidence of renewed annual registration shall be
6 attached to registration plates as required by the Secretary of
7 State, and be clearly visible at all times.
8     (c) Every drive-away permit issued pursuant to this Code
9 shall be firmly attached to the motor vehicle in the manner
10 prescribed by the Secretary of State. If a drive-away permit is
11 affixed to a motor vehicle in any other manner the permit shall
12 be void and of no effect.
13     (d) The Illinois prorate decal issued to a foreign
14 registered vehicle part of a fleet prorated or apportioned with
15 Illinois, shall be displayed on a registration plate and
16 displayed on the front of such vehicle in the same manner as an
17 Illinois registration plate.
18     (e) The registration plate issued for a camper body mounted
19 on a truck displaying registration plates shall be attached to
20 the rear of the camper body.
21     (f) No person shall operate a vehicle, nor permit the
22 operation of a vehicle, upon which is displayed an Illinois
23 registration plate, plates or registration stickers after the
24 termination of the registration period for which issued or
25 after the expiration date set pursuant to Sections 3-414 and
26 3-414.1 of this Code.
