1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Municipal Clerk Training Act is amended by
5 changing Section 2 as follows:
 
6     (65 ILCS 50/2)  (from Ch. 144, par. 61.52)
7     Sec. 2. Municipal Clerk Training Institute Committee.
8 There is created the Municipal Clerk Training Institute
9 Committee composed of 5 municipal clerks, appointed by the
10 Governor as provided herein, and 8 9 ex-officio members,
11 designated as provided herein, as representatives of public
12 colleges and universities in this State. Each member appointed
13 by the Governor after the effective date of this amendatory Act
14 of 1987 shall be a certified municipal clerk recommended by the
15 Executive Board of the Municipal Clerks of Illinois and serving
16 as a municipal clerk at the time he or she is so recommended
17 and appointed. The 2 additional municipal clerks appointed
18 pursuant to the provisions of this amendatory Act of 1987 both
19 shall be appointed to serve until the third Monday in January,
20 1992, or until their successors are appointed and qualified. Of
21 the 3 municipal clerks serving as members of the Committee on
22 the effective date of this amendatory Act of 1987, they shall
23 determine by agreement or by lot one who shall continue to so
24 serve until the third Monday in January, 1989, a second who
25 shall continue to so serve until the third Monday in January,
26 1990, and a third who shall continue to so serve until the
27 third Monday in January, 1991; provided, that each shall serve
28 until his or her successor is appointed and qualified. Each
29 successor of any member appointed to the Committee as a
30 municipal clerk shall be appointed to serve for a 4 year term
31 expiring on the third Monday in January, or until his or her
32 successor is appointed and qualified. Any vacancy occurring in

1 the office of a Committee member appointed by the Governor,
2 whether by death, resignation or otherwise, shall be filled by
3 appointment by the Governor from a recommendation or
4 recommendations made by the Executive Board of the Municipal
5 Clerks of Illinois, in the same manner as original
6 appointments. A member appointed to fill a vacancy shall serve
7 for the remainder of the unexpired term or until his or her
8 successor is appointed and qualified. In the event the Governor
9 refuses to appoint a municipal clerk recommended by the
10 Executive Board of the Municipal Clerks of Illinois to either a
11 full term or, in cases of a vacancy, to the remainder of an
12 unexpired term on the Committee, such Executive Board shall
13 promptly recommend one or more additional qualified persons to
14 the Governor for such appointment. The terms of the 3 committee
15 members designated by the Board of Trustees of the University
16 of Illinois and serving on the effective date of this
17 amendatory Act of 1987 shall terminate on that effective date,
18 and the 4 ex-officio members designated pursuant to the
19 provisions of this amendatory Act of 1987 shall be designated
20 as follows: one representative of the University of Illinois
21 designated by the Board of Trustees of that University; one
22 representative of Southern Illinois University designated by
23 the Board of Trustees of that University; one representative
24 designated by the Board of Governors of State Colleges and
25 Universities of the several universities and colleges under its
26 governance; and one representative designated by the Board of
27 Regents of the several Regency Universities under its
28 jurisdiction. The terms of the 2 ex-officio members designated
29 as representatives of the Board of Governors of State Colleges
30 and Universities and the Board of Regents shall terminate on
31 the effective date of this amendatory Act of 1995. The 2
32 ex-officio members whose terms are terminated by this
33 amendatory Act of 1995 shall be replaced by 7 additional
34 ex-officio members, one representing the Board of Trustees of
35 Chicago State University, one representing the Board of
36 Trustees of Eastern Illinois University, one representing the

1 Board of Trustees of Governors State University, one
2 representing the Board of Trustees of Illinois State
3 University, one representing the Board of Trustees of
4 Northeastern Illinois University, one representing the Board
5 of Trustees of Northern Illinois University, and one
6 representing the Board of Trustees of Western Illinois
7 University. Upon the effective date of this amendatory Act of
8 the 94th General Assembly, the term of the ex-officio member
9 representing the Board of Trustees of Illinois State University
10 is terminated. The 8 9 ex-officio members representing the
11 public colleges and universities shall serve in an advisory
12 capacity to the members appointed by the Governor, and each
13 such ex-officio member shall serve at the pleasure of the
14 governing board designating them to membership on the
15 Committee. Members of the Committee shall serve without
16 compensation.

18     Section 99. Effective date. This Act takes effect upon
19 becoming law.
