SYNOPSIS AS INTRODUCED:
 
New Act
30 ILCS 105/5.640 new

    Creates the Legislative Technology and Science Commission Act. Provides that the Commission, with respect to technology, science, and economic development, shall: study the impact of legislation; advise the General Assembly and the Governor; research issues; solicit input from other entities; encourage research; assist and coordinate efforts of other agencies and institutions of the State; and accept private and public funds for these purposes. Provides that the Commission has 12 members and that the Speaker of the House of Representatives, the Minority Leader of the House, the President of the Senate, and the Minority Leader of the Senate shall each make 3 appointments, of whom 2 shall be members of the General Assembly and one shall have expertise in science or technology. Provides that members of the Commission shall serve at the discretion of the officer of the General Assembly who appointed that member. Provides that vacancies shall be filled in like manner. Provides that a vacancy occurs when a member of the General Assembly who serves on the Commission no longer holds the elected legislative office held at the time of the appointment, dies, resigns, or has been removed by the appointing officer of the General Assembly. Provides that the chairperson and the secretary of the Commission shall be selected by the Commission. Provides that the Commission may create sub-committees. Contains other provisions. Amends the State Finance Act. Creates the Legislative Technology and Science Commission Fund.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Legislative Technology and Science Commission Act.
 
6     Section 5. Joint Commission on Technology and Science. The
7 Joint Commission on Technology and Science is established. The
8 Commission shall:
9         (1) study the impact of existing statutes and proposed
10     legislation that relate to technology, science, and
11     economic development in Illinois;
12         (2) advise the General Assembly and Governor upon
13     matters related to technology, science, and economic
14     development;
15         (3) investigate, research, and consider the issues
16     related to technology, science, and economic development
17     as may be requested by the General Assembly;
18         (4) solicit input from appropriate entities, public or
19     private, on matters before the Commission that are related
20     to technology, science, and economic development;
21         (5) encourage research and development in technology,
22     science, and economic development;
23         (6) coordinate its efforts with and assist the efforts
24     of other State agencies, authorities, and institutions;
25     and
26         (7) accept private or public funds to carry out its
27     purposes.
 
28     Section 10. Commission members. The Commission shall
29 consist of 12 members, of whom 3 shall be appointed by the
30 Speaker of the House of Representatives, 3 shall be appointed
31 by the Minority Leader of the House of Representatives, 3 shall

1 be appointed by the President of the Senate, and 3 shall be
2 appointed by the Minority Leader of the Senate. Of the
3 appointments made by each Officer of the General Assembly, 2
4 shall be members of the General Assembly and 1 shall be a
5 person with expertise in science or technology. All
6 appointments shall be in writing and filed with the Secretary
7 of State as a public record. A member of the Commission shall
8 serve at the discretion of the Officer of the General Assembly
9 that appointed that member. Any vacancy in the Commission shall
10 be filled by appointment in the same manner as the original
11 appointment. A vacancy exists when a member of the General
12 Assembly no longer holds the elected legislative office held at
13 the time of the appointment, has been removed by the Officer of
14 the General Assembly who appointed the member, dies, or
15 resigns.
16     The Commission shall annually select a chairperson and a
17 secretary from among its members. A majority vote of the
18 members appointed to the Commission is required for the
19 Commission to take action on any measure, including final
20 reports.
21     The Commission may create subcommittees to study topics,
22 receive testimony, and prepare reports on topics assigned by
23 the Commission. The chairperson of the Commission shall appoint
24 persons to act as a chairperson and a secretary of each
25 subcommittee. The Commission shall by majority vote of the
26 members appointed to the Commission appoint initial members to
27 each subcommittee. Each subcommittee may by a majority vote of
28 the members appointed to the subcommittee make a recommendation
29 to the Commission to appoint additional members to the
30 subcommittee. The Commission may by a majority vote of the
31 members appointed to the Commission appoint or remove members
32 of a subcommittee.
33     Members of the Commission and members of any subcommittee
34 shall serve without compensation, but may be reimbursed for
35 actual expenses incurred by them in the performance of duties
36 prescribed by the Commission. Funds received from public or

1 private sources shall be governed by all applicable laws to
2 ensure ethics compliance.
 
3     Section 40. Legislative Technology and Science Commission
4 Fund. The Legislative Technology and Science Commission Fund is
5 created as a special fund in the State treasury into which
6 funds received from public or private sources shall be
7 deposited for use, subject to appropriation, by the Commission.
 
8     Section 900. The State Finance Act is amended by adding
9 Section 5.640 as follows:

12 Science Commission Fund.
