SENATE RESOLUTION

 
2     WHEREAS, The members of the Senate of the State of Illinois
3 learned with regret of the death of Alzada Christian-Carr of
4 East St. Louis on November 14, 2003; and
 
5     WHEREAS, Alzada Christian was born on July 11, 1945 to
6 Theodore and Hattie Christian; she grew up with her family on
7 Goose Hill, attending Garfield and Carver Schools; she
8 continued her education at Rock Junior High School, and she
9 graduated from East St. Louis Senior High School; and
 
10     WHEREAS, Ms. Christian-Carr went on to further her
11 education as an honor student of the American Institute of
12 Banking; she later graduated from the Municipal Clerks of
13 Illinois Institute and was a student of the Municipal Clerks of
14 Illinois Academy; she was a Registered Clerk, and was conferred
15 as a Master Municipal Clerk by the International Master
16 Municipal Clerk Academy; and
 
17     WHEREAS, Ms. Christian-Carr worked at National Stockyards
18 Bank of St. Louis, where she was one of the first recipients of
19 the Urban League Black Achievers Award in 1974; her banking
20 career also includes employment at Continental Bank of Chicago
21 and Riggs National Bank of Washington, D.C., where she
22 supervised 30 women; and
 
23     WHEREAS, Ms. Christian-Carr served as Deputy Clerk of the
24 City of East St. Louis for ten years and was elected the first
25 female City Clerk for 4 terms; she was elected First
26 Vice-President of Districts 7, 8, and 9 of Southwestern
27 Illinois Municipal Clerks Association; and she was the first
28 City Clerk of East St. Louis to become a Certified Clerk of the
29 International Institute of Municipal Clerks; and
 
30     WHEREAS, Ms. Christian-Carr was appointed District

1 Director of District IX of Illinois Municipal Clerks for
2 1999-2000; in 2001, she was presented the Ilion Crabel Member
3 of the Year Award by the Municipal Clerks of Illinois, the
4 highest award to be received from the State Clerks; her
5 greatest achievement as City Clerk was to have the Municipal
6 City Code updated; the previous update to the Code was in 1974;
7 she retired from the position in May of 2002, the first City
8 Clerk to retire after 25 years of service; and
 
9     WHEREAS, She served as Democrat Precinct Committeewoman of
10 Goose Hill for ten years; she served as Secretary of the City
11 Central Democratic Organization and was Secretary of the County
12 of St. Clair Democratic Organization for ten years; her local,
13 state, and national memberships, awards, and honors are far too
14 numerous to name; and
 
15     WHEREAS, She was a Charter Member of the North End
16 Missionary Baptist Church and served as First Financial
17 Secretary and First Announcing Clerk; she was a dependable and
18 loyal member and served the church in many ways; she was
19 affectionately called "Co-Pastor"; and
 
20     WHEREAS, The passing of Alzada Christian-Carr has been
21 deeply felt by many, especially her two daughters; Candace
22 (Richard) King and Gerri Butler; her grandchildren, Brandi
23 Butler, Dameon Christian, Kevisha White, Dennis Butler III,
24 Courtney Butler, and Carlton King; her sisters, Fran (Howard)
25 Hairston, Voncille Cox, and Sabrina (Tommie) Johnson; her
26 brothers, T.C. (Beverly) Christian, Jr., Taft (Marie)
27 Christian, Sr., and Charles (Ruby) Christian, Sr.; her godson,
28 Roderick (Corliss) Townsend; her "adopted" daughters, Phyllis
29 Mitchell and Karen Robinson; sixty-two Daughters of Venus
30 Temple #1042; her many nieces, nephews, great-nieces,
31 great-nephews, great-great nieces and nephews, and cousins;
32 her extended family of Griggs, Neely, Holloway, and Christian;
33 and her North End Church Family, Goose Hill Family, Elk Family,

1 and many friends; therefore, be it
 
2     RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL
3 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
4 Alzada Christian-Carr along with all who knew and loved her,
5 and we extend our sincere condolences to her family, friends,
6 and community; and be it further
 
7     RESOLVED, That a suitable copy of this resolution be
8 presented to the family of Alzada Christian-Carr as an
9 expression of our deepest sympathy.
