 1                          SENATE RESOLUTION

 2        WHEREAS, The members  of  the  Senate  of  the  State  of
 3    Illinois  were  deeply  saddened  to  learn  of  the death of
 4    Harriet P. O'Donnell of Chicago on Thursday,  May  22,  2003;
 5    and

 6        WHEREAS,  Mrs.  O'Donnell  was born on April 5, 1938; she
 7    was a lifelong resident of Chicago and was very active in her
 8    community; she was married to C. Ken O'Donnell; and

 9        WHEREAS, Mrs. O'Donnell worked as  a  consultant  to  the
10    City  of  Chicago  Police Department CAPS Program Area Three,
11    which consisted of developing and piloting  special  projects
12    and programs for the CAPS program; she was self-employed as a
13    consultant  specializing  in  event  planning  and  community
14    organizing,  education,  and law enforcement, and she was the
15    owner of a  wholesale  jewelry  business;  she  worked  as  a
16    District  Education  Advisory  Representative  and  helped to
17    fashion the federally mandated school desegregation plan  for
18    the City of Chicago in 1977 and 1978; and

19        WHEREAS,  Mrs.  O'Donnell served as Vice President of the
20    Board of Directors of Lincoln  West  Hospital;  as  Executive
21    Director of the Chicago Public Schools 4lumni Association; as
22    consultant  to  Dr.  Robert  Corrigan  of  the  Institute  of
23    Effective  Learning  Incorporated;  as  Special  Assistant to
24    Governor Thompson for Child  Safety;  as  consultant  to  the
25    Tandy  Corporation;  and  as consultant to the Illinois State
26    Board of Education, Northeastern University,  Chicago  Public
27    Schools, Ohio University, and Association for Supervision and
28    Curriculum Development; and

29        WHEREAS,  Mrs.  O'Donnell  has  been  an officer or board
30    member of the Ravenswood Community Council  since  1970;  she
31    has  been  active  in  the  Waters  School  PTA or serving as
32    Advisor at several levels of PTA since 1965; she has  been  a

 1    citizen  "Beat Facilitator" for Beat 1911 of the CAPS program
 2    since 1993; she was a past chairman of the 33rd Ward Advisory
 3    Council and Past Housing  Committee  Chairman  from  1994  to
 4    2002;  she  was  a  founding  member  of the Greater Rockwell
 5    Organization (GRO) and since 1984 had been the Public  Saftey
 6    Chairman; she served as Vice President for Program Activities
 7    and  had been an officer or chairman of B.U.I.L.D. Inc. since
 8    1978; she was a resident and community activist of  the  47th
 9    Ward; and

10        WHEREAS,  Mrs.  O'Donnell  was  the  Chairman of the 19th
11    Police District Advisory Council and Court  Advocacy  Program
12    from  1997 to 2000 and also served as the training leader for
13    the Court Advocacy Program since 1995; from 1991 to 1999, she
14    was the citywide  coordinator  of  the  "Kids  Helping  Kids"
15    Walk-A-Thon,  which  is  the  largest  student  walk  in  the
16    Chicagoland  area; since 1989, she has served as the Amundsen
17    High School Local  School  Council  Corresponding  Secretary,
18    Anti-Truancy,   Public   Relations,   and  Building  Addition
19    Chairman; she was an  active  member  of  the  Chicago  Crime
20    Commission,  Urban  Crime  Committee  from 1988 to 1997 and a
21    volunteer for the Cambodian Association of Illinois from 1982
22    to 1987; and

23        WHEREAS, Mrs. O'Donnell has served as  president  of  the
24    following  agencies  or  organizations:  the  Chicago  Region
25    Parent  Teacher  Association;  the  Illinois  Parent  Teacher
26    Association;  B.U.I.L.D.,  Inc.; Alternatives, Inc.; Parental
27    Stress Services; the Ravenswood Community  Council;  and  the
28    19th and 20th Police District Advisory Councils; and

29        WHEREAS,  Mrs.  O'Donnell has been honored many times for
30    her extensive community service;  in  2003,  she  received  a
31    public  service  award from GRO as well as the Lincoln Square
32    Chamber of Commerce and Alderman  Gene  Schulter  Outstanding
33    Community  Volunteer  Award;  she  has  been the recipient of

 1    special  recognition   awards   from   the   Chicago   Police
 2    Department,  Maryville  Academy,  Amundsen  High  School, and
 3    Chicago Public Schools; she was recently  inducted  into  the
 4    Chicago Senior Citizens Hall of Fame; her list of awards goes
 5    on and on; and

 6        WHEREAS,  Mrs.  O'Donnell  was devoted to her family; she
 7    was an art major and had eight years of fine  arts  training;
 8    she  was  an  experienced  weaver  and  worked  in  lapidary,
 9    ceramics, leather tooling, and oil painting; and

10        WHEREAS,  The  passing  of  Harriet P. O'Donnell has been
11    deeply felt by all who knew her; she was the beloved wife  of
12    C.  Ken;  the loving mother of Mark and Ann (Marty) Kutschke;
13    the devoted grandmother of Joshua (Nicole) Calderon, Sr.; the
14    great-grandmother of  Joshua  Calderon,  Jr.;  and  the  fond
15    sister of Judith (Al) Simons; therefore, be it

16        RESOLVED,  BY  THE  SENATE  OF  THE  NINETY-THIRD GENERAL
17    ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the  passing
18    of  Harriet  P.  O'Donnell, who will be remembered as a great
19    citizen of the Chicagoland area; and be it further

20        RESOLVED, That a suitable  copy  of  this  resolution  be
21    presented  to  the  family  of  Harriet  P.  O'Donnell  as an
22    expression of our  deepest  sympathy  during  their  time  of
23    bereavement.
