 1                       SENATE JOINT RESOLUTION
 2                      CONSTITUTIONAL AMENDMENT

 3        RESOLVED, BY  THE  SENATE  OF  THE  NINETY-THIRD  GENERAL
 4    ASSEMBLY   OF   THE   STATE   OF   ILLINOIS,   THE  HOUSE  OF
 5    REPRESENTATIVES  CONCURRING  HEREIN,  that  there  shall   be
 6    submitted  to  the  electors  of  the  State  for adoption or
 7    rejection at the general election next occurring at  least  6
 8    months after the adoption of this resolution a proposition to
 9    amend  Section 1 of Article I of the Illinois Constitution as
10    follows:

11                              ARTICLE I
12                           BILL OF RIGHTS

13         (ILCON Art. I, Sec. 1)
14    SECTION 1. INHERENT AND INALIENABLE RIGHTS
15        All men are by nature free and independent and  and  have
16    certain inherent and inalienable rights among which are life,
17    liberty  and the pursuit of happiness. To secure these rights
18    and the protection of property,  governments  are  instituted
19    among men, deriving their just powers from the consent of the
20    governed.

22                              SCHEDULE
23        This  Constitutional  Amendment  takes  effect upon being
24    declared adopted in accordance with Section 7 of the Illinois
25    Constitutional Amendment Act.
