SENATE JOINT RESOLUTION

 
2     BE IT RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL
3 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
4 CONCURRING HEREIN, that there is created a Task Force on Ethics
5 for the purposes of (i) examining the comprehensive ethics
6 package that was enacted during the 93rd General Assembly in
7 the year 2003 and (ii) making recommendations to the General
8 Assembly to improve the new ethics law; and be it further
 
9     RESOLVED, That the Task Force on Ethics shall consist of
10 the following members: (i) 2 co-chairpersons who are members of
11 the General Assembly, one of whom is appointed by the Speaker
12 of the House of Representatives and one who is appointed by the
13 President of the Senate; (ii) 2 spokespersons who are members
14 of the General Assembly, one of whom is appointed by the
15 Minority Leader of the House of Representatives and one of whom
16 is appointed by the Minority Leader of the Senate; (iii) 4
17 additional members appointed one each by the Speaker of the
18 House of Representatives, the President of the Senate, the
19 Minority Leader of the House of Representatives, and the
20 Minority Leader of the Senate; and (iv) 6 non-voting members
21 appointed one each by each executive branch constitutional
22 officer; and be it further
 
23     RESOLVED, That the members shall not be entitled to
24 compensation for their services as members, but shall be
25 entitled to reimbursement for all necessary expenses incurred
26 in connection with the performance of their duties as members;
27 and be it further
 
28     RESOLVED, That all members of the Task Force appointed by
29 one of the 4 legislative leaders shall be considered members
30 with voting rights; that a quorum of the Task Force shall
31 consist of a simple majority of the voting members of the Task
32 Force; and that all actions and recommendations of the Task

1 Force must be approved by a simple majority of the voting
2 members of the Task Force; and be it further
 
3     RESOLVED, That the Task Force on Ethics shall meet at the
4 call of the chairpersons and shall summarize its findings and
5 recommendations in a report to the General Assembly no later
6 than October 31, 2004; and be further
 
7     RESOLVED, That a copy of this resolution be presented to
8 each of the executive branch constitutional officers.
